Success <br />will be demonstrated when production based on random sampling within the <br />bond release pazcel is not less than 90% of the dryland pasture reference azea <br />mean, with 90% statistical confidence. <br />3. The success standard requirements for species diversity, seasonal vaziety, and <br />woody plant density on all three proposed end land use types will be waived since <br />post-mining land uses will be pasture and hayland. <br />The Division proposes to approve these standazds. <br />F. The Division has already approved of the reference area used for the New Horizon 1 <br />azea that the applicant has selected based on the requirements of Rule 4.15.7(3). A <br />new reference azea, established and initially sampled in 1999, is approved for <br />determination of revegetation success for New Horizon 2 dryland pasture reclaimed <br />azeas. <br />G. The reference azeas will be utilized to determine revegetation success in a manner that <br />the Division finds acceptable 4.15.7(4)(a). <br />VIII. Post-training Land Use <br />A. The land use within the New Horizon Mine 1 azea is predominantly wildlife habitat. <br />The remaining area has been designated as rangeland and dryland pasture. <br />B. The land use within the New Horizon Mine 2 is related to agriculture, grazing, and <br />related support facilities. Approximately 85% of the proposed permit azea is irrigated <br />agriculture. The remaining 15% is composed of sagebrush rangeland, abandoned <br />orchards, farmsteads and facilities. With the exception of replanting the apple orchazd, <br />the mine plans to continue the same post mining land uses of irrigated hayland and <br />livestock grazing. The limited acreage of poor condition sagebrush rangeland will be <br />reclaimed to dryland pasture, using introduced forage grasses adapted to the intensive <br />livestock use associated with the mix of irrigated lands and dryland pasture in the <br />permit azea. <br />The Division is proposing to approve the existing post-mining land uses of irrigated <br />agriculture, including both irrigated pastureland and irrigated hayland, as well as <br />dryland pastureland, and rangeland supporting livestock grazing and wildlife habitat. <br />(4.16.1) <br />IX. Protection of Fish. Wildlife and Related Environmental Values <br />A. Fish and wildlife habitat is a planned post-mining land use. The applicant has selected <br />appropriate plant species and distributions to benefit fish and wildlife (4.18(5)(1)). <br />35 <br />
