VII. Reve etg anon
A. The Division proposes to approve the use of introduced species in the reclamation seed
mix. The applicant has submitted information that shows that the introduced species
aze desirable and necessary to achieve the approved post-mining land use, and aze not
poisonous or noxious (4.15.2).
B. The Division proposes to approve the use of a cover crop as a means to meet soil
stabilization requirements (4.15.4).
C. At the request of landowners whose land has been mined through, replacement of the
few small apple orchards should not be replaced, but instead, made into irrigated or
non-irrigated pasture.
D. Methods to measure herbaceous cover and production, species diversity, and woody
plant density aze discussed in the permit application. These techniques include:
New Horizon Mine 1
1. Cover -Point intercept along a randomly located line transect or ocular estimates
in randomly located sample quadrats.
2. Production -Clipping of 1 meter squared plots, oven drying and weighing.
3. Species diversity - standazds aze not applicable to irrigated pastureland, irrigated
hayland, or dryland pasture reclaimed areas.
4. Woody plant density -Not applicable to the remaining dryland pasture azea.
New Horizon Mine 2 Area:
1. Cover -Point intercept along a randomly located line transect or ocular estimates
in randomly located sample quadrats (cover sampling is not required on Irrigated
Hayland or Irrigated Cropland reclaimed azeas).
2. Production - Clipping of 3 foot by 3 foot plots, oven drying and weighing or total
harvest based on weighing of baled hay, and total count of bales on the bond
release pazcel. The technique used depends on the end land use of the azea
sampled, with the total harvest method of compazison an optional approach for
irrigated pastureland and irrigated hayland.
Species diversity -Species diversity standazds aze not applicable to irrigated
pastureland, irrigated hayland, or dryland pasture reclaimed areas within the New
32
