Three of these (GW-N41, GW-N42, and <br />GW-N43) were located in an up dip azea while the other three (GW-N44, <br />GW-N45 and GW-N46) were located in a down dip azea of the revised <br />permit azea. The three holes at each site will monitor overburden, coal zone, <br />and underburden respectively. Baseline data collected between October 1988 <br />and September 1999 aze given in Attachment 2.04.7-2. During Mazch 1999, <br />two underburden monitoring holes, GW-N13 and GW-N19 were plugged and <br />abandoned. Pursuant to the Phase III bond release in December, 2002, the <br />following ground water monitoring wells were plugged and abandoned: GW- <br />N1, GW-N10, GW-N11, GW-N24, GW-N25, GW-N26, GW-N28, GW-N4, <br />and GW-N4R. Monitoring wells GW-N8, GW-N9, and GW-N27 aze being <br />left open but will not be monitored until the Division requests. Well GW- <br />N12 was transferred to Montrose County. <br />Surface and ground water monitoring station locations aze shown on map <br />2.04.7-1-A in the permit. <br />b. All wells in the azea will be monitored monthly for water levels adjusted to <br />MSL and samples will be collected on a semi-annual basis for water quality <br />pazameters. <br />2. The applicant will conduct monitoring of surface water in a manner approved by <br />the Division. The monitoring plan was submitted under 2.05.6(3)(b)(iii) and <br />includes the following: (4.05.13(2)) <br />a. The baseline program (New Horizon 2 -July 1986 to July 1987) included <br />monthly visits to maintain, service, take flow measurements, take field <br />parameters and collect full suite water quality samples. Results of this <br />program aze discussed and tabulated in Section 2.04,7 of the New Horizon 2 <br />permit application. <br />b. The current monitoring program will consist of: <br />(1). Mine 2: Monthly field parameters and semi-annual full suite water <br />quality samples. <br />c. NPDES sites at Mine 1 were terminated with the approval of the Phase III <br />bond release. NPDES sites at Mine 2 (sediment pond outlets) will have <br />monthly maintenance, service, flow measurements, field parameters and <br />quarterly full suite water quality samples. <br />E. Stream Buffer Zones <br />1. The Division proposes to approve surface mining activities within 100 feet of a <br />perennial stream.
