r t
III. COMMENTS -COMPLIANCE
Below are comments on the inspection. The comments include discussion of observations made
during the inspection. Comments also describe any enforcement actions taken during the inspection
and the facts or evidence supporting the enforcement action.
prepared by SCC, and a complete technical revision application addressing remediation of the slide
complex will need to be submitted no later than July 15, 2010. This extension (from March 31, 2010) is to
allow sufficient time for field survey and assessment as warranted to incorporate the additional slumping on the
Pond 016A in-slope into the remediation plan.
A slide repair location covered by the May 20 aerial photos is located along the eastern ridgeline, where a
permanent TRM channel (PM-4D), and other drainage structures were installed to protect the steep regraded
slide repair slope. Additional structures included a temporary flex pipe routed along PM-41D that will be
maintained until vegetation is well established in the channel, and an upper diversion (PM-4C). The repaired
slope area and drainage structures appear to have held up well through the runoff this year, although it appears
from photos that side scour may have occurred along the outside edge of the TRM liner, near the toe of the PM-
4D channel. This location will need to be ground checked, and repaired as necessary.
Revegetation
Spring growth of grasses has only very recently initiated in the higher elevation areas, particularly on the north
facing slopes in the upper Pond 016/016A watershed, due to the cool spring temperatures and persistent
snowpack.
As noted in the April inspection report, high winds had damaged weed fabric strips in the large fenced tree/shrub
area on the ridgeline. This location and other planting sites where weedguard fabric was used should be
checked and the weed fabric repaired/replaced as warranted.
4
