III. COMMENTS -COMPLIANCE <br /> Below are comments on the inspection. The comments include discussion of observations made during <br /> the inspection. Comments also describe any enforcement actions taken during the inspection and the <br /> facts or evidence supporting the enforcement action. <br /> This was a complete inspection conducted by Janet Binns of the Colorado Division of Reclamation, <br /> Mining and Safety(DRMS). Scott Wanstedt of Blue Mountain Energy(BME) accompanied the <br /> inspection and represented the operator. The mine is an active underground longwall mine. The <br /> operation is currently mining on the west extent of LWB-11. At the time of the inspection, coal was <br /> being loaded on a unit train at the load out site. The weather was partly cloudy, cool and dry, clearing in <br /> the afternoon. <br /> Roads: The haul roads and access roads throughout the mine site were dry. Haul trucks were hauling <br /> coal waste material to the refuse disposal areas (RDA). BME applied CaC12 to the roadways this spring. <br /> Roads are generally treated with chemical dust suppressant twice a year. No problems were identified <br /> with the roads. Water spraying for dust control had been conducted in the facilities area and wash plant <br /> area. <br /> Signs and Markers: BME has mine id signs at entrances from public roadways. Disturbance area <br /> markers are still being discussed between DRMS &BME. Currently perimeters of degas borehole pads <br /> and nitrogen injection hole pads are not marked. Reclaimed boreholes are marked with a cemented <br /> aluminum cap with the identification number stamped in the cap. <br /> Hydrologic Balance: <br /> The concrete sump on the north side of the Raw Water Lagoon has been installed and the waterline <br /> connected and buried. The deck for the pump intake is in place but the piping to the water still needs <br /> completion. Final dressing up of the waterline & vault disturbance area is needed and seeding in the <br /> approved seeding window remains to be completed. <br /> Refuse pile ponds RP-5,RP-4, RP-2/3, and RP-1 were observed. RP-5 was dry. RP-4 pond was holding <br /> water a couple feet below the discharge elevation on the riser. RP-2/3 pond is composed of three cells. <br /> The two side cells contained pools of water. The central cell with the riser& spillway was dry. Pond <br /> RP-1 was dry. No problems were noted with these ponds. <br /> Pond DP1 was holding a pool of water well below the discharge level. Ponds RR loop 1, SS-1 and SS-2 <br /> were inspected. PP1 and PP2 were both holding water. Water in these processing ponds are <br /> recirculated. None of the ponds had discharged this quarter. No problems were noted with any of the <br /> ponds. <br /> Processing_waste: The refuse areas were inspected. During the winter months BME has placed refuse <br /> on the 5A pile to allow this material to dewater. End dumped piles previously stored on RA (Refuse <br /> Area) 5A,have been spread and compacted. Compaction reports were reviewed with the records <br /> inspection. Refuse pile ditches are functioning well and directing flows to the appropriate ponds. No <br /> problems were noted with the refuse piles. <br /> 3 of 6 WHITE-File YELLOW-Operator PINK-Specialist <br />
