Final Request for submittal of as built Drawings. <br />Dear Ms Hodgson: <br />On February 22, 2008, the Division sent GCC Rio Grande, an inspection report detailing the findings of <br />the January 24, 2008 site visit. The main purpose of the site visit was to discuss with the operator the <br />Division's plan to set ground water monitoring and compliance points for the site. In the report, the <br />Division requested that the operator (GCC) submit two Technical Revisions to address some of the <br />deficiencies noted during the inspection. One of the revisions was to address the water treatment <br />structure that was placed on site without the proper submittal of a revision and the second revision was <br />to address the lack of as built drawings in the application. Since the site was still under construction, the <br />deficiencies were not cited as a possible problem and GCC agreed to submit the revisions, within 60 days <br />or as soon as all'construction of structures were completed. <br />During the inspection, the Division also noted some of the structures were constructed, slightly bigger <br />than what was originally approved. The request for the as built drawings, including the rail road tracks <br />that are within the permit boundary, was to allow the Division to recalculate the reclamation liability to <br />insure there is adequate financial warranty in place to reclaim the site per the approved reclamation <br />plan. On February 14, 2008, GCC posted an additional warranty in the amount of $2,249,19617, for a <br />total of $5,065,061.00. On May 15, 2008; the Division received a letter from Mr. Brian McGill of GCC <br />requesting an extension to July 15, 2008 to address the deficiencies noted during the January, 24, 2008 <br />inspection. The Division, understanding the complex nature of the information requested, granted the <br />extension. <br />On July 20, 2008, the Division contacted Mr. McGill and informed him that the requested information <br />was still not submitted and that the deadline for the submittal was July 15, 2008. Mr. McGill stated that <br />he was having difficulty gathering the as builts, and because of limited staff and the numerous sub- <br />contractors involved in constructing the facility, he was having difficulty gathering the information from <br />1 0- <br />Office of Office of <br />Mined Land Reclamation Denver • Grand Junction • Durango Active and Inactive Mines
