• 2.05.3 <br />Design and Construction <br />For the construction of this road segment, all vegetation material and topsoil <br />will be removed from the design road bed, shoulders, and surfaces where <br />associated structures will be placed. Topsoil will be placed in one of the <br />topsoil stockpiles located on site. No vegetation material or topsoil will be <br />placed beneath or in any haul road embankment. <br />The embankment specification presented above applies to this road <br />segment. <br />Drainage <br />The discussion of drainage presented above under the discussion of the <br />main haul road is applicable to this road segment. <br />Haul Road Reclamation <br />The haul road from old State Highway 133 to the portal area will not be <br />totally reclaimed. Asphalt surfacing will be removed from the entire road <br />• surface. The waste asphalt will either be recycled or placed in the gob pile <br />for final disposal. The roadbed will be narrowed from a travel width of over <br />24 feet to a travel width of 14 to 16 feet. The road is to be left in place so the <br />light use roads on the property are reestablished after reclamation. Map 18, <br />Post Mining Topography shows the road is rerouted in the facilities area after <br />the area is reclaimed. The rerouted road is designed to connect to the <br />existing light use roads. This road reclamation plan is compatible with the <br />postminig land use of rangeland and wildlife habitat since roads are <br />necessary to manage both land uses and a light use road network was <br />existing on the property prior to mining. <br />Three culverts will be left in place to provide for drainage from C- Gulch. <br />These culverts are located where the haul road crosses the ephemeral <br />drainage channels. The three culverts (C -C6, C -C8 & C -C9) are 36 -inch <br />diameter. All of the culverts are designed to pass the 10 year precipitation <br />event. Water bars will be utilized to control the drainage from the postmining <br />light use road. <br />The landowner and the applicant are the same entity.
