Rule 4.14.1 (2) requires that all affectcd.areas be returned to their <br /> approximate original contour. . 13y definition, approximate original <br /> contour means that the reclaimed surface resembles the general surface <br /> configuration prior to mining and blends into and complements the <br /> drainage pattern of the surrounding terrain. In addition, section <br /> 102(2) (c) of the Act requires that the post-mining topography be designed <br /> to prevent erosion. <br /> In general, the applicant's reclamation plan will result in all affected <br /> areas being restored to approximate original contour. All highwalls and <br /> depressions will be eliminated, the reclaimed surface will resemble the <br /> general surface configuration prior to mining, and for the most part, the <br /> reclaimed surface will blend into and compliment the drainage pattern <br /> :f of the surrounding terrain. in the draft findings document of <br /> December 23, 1981, the Division raised the concern that the reclaimed <br /> t surface in Section 4 re-directs a portion of the surface flow from a <br /> minor adjacent drainage. On the basis of additional information submitted <br /> Ly the applicant, and the applicant's commitment to remove a diversion as <br /> part of final reclamation and to construct .a drainage channel in the new <br /> drainage, the Division has determined that the performance standards will <br /> F^� be met. The applicant will submit detailed specifications for. the net <br /> drainage channel prior to the renewal of a permit for the area in which it is <br /> located. <br /> " g Some areas of the post-mining topography may be more susceptible to erosion <br /> than the pr.e-mining topography. Surface elevations and slope gradients <br /> have been increased, and ,convex slope segments have been created on some of <br /> the outslopes of the reclaimed surface (north side of the reclaimed surface <br /> in Sections 2 and 5, and the east side of Section 2) . This configuration <br /> : ; <br /> ,,•„ is highly erosive,. but the susceptibility for erosion could be offset by <br /> the anticipated increase .in infiltration on the reclaimed surface, and by <br /> the applicant's plan to use ditches and berms to control runoff on the <br /> reclaimed surface. Those areas having convex slopes will be closely <br /> monitored by the Division, and additional mitigation will be required at <br /> y` r .. the first sign of an erosion problem. <br /> The applicant has added two minor tributaries to Streeter Gulch, called <br /> ' .: <br /> the Southwest and Southeast tributaries to Streeter. Gulch. The upper <br /> reaches of these tributaries are not reflected in the topographic contours. <br /> � . <br /> (This may be because a contour interval of 25 feet was used.)
