Box 3609 <br />Grand Junction, CO 81502 <br />RE: Recommended Revised Reclamation Plans for the 18, and 19 Road Pits and Virginia Acres <br />Pit. <br />United Companies requested Regulatory Permits Management, Inc. (RPM) evaluate the existing <br />reclamation plans for the 18 and 19 Road pits and Virginia Acres pit. The recommendation should move <br />the sites toward a reclamation stage sufficient to request reclamation liability release. <br />At the request of RPM, United took soil samples from Virginia Acres and the 18 Road Pits. RPM has <br />evaluated the soils reports and the approved seed mixes for 19 and 18 Road Pits and the Virginia Acres <br />Pit. Following is RPM's recommended measures to improve the probability of achieving reclamation <br />liability release. Success of a reclamation plan rests with the skill of the reclamation contractor, <br />implementation of an effective weed control program, favorable weather following seeding, plant <br />establishment, and other environmental factors. The recommendation is based on sound reclamation <br />practices taking into consideration soil types, soil condition and regional precipitation. <br />1.0 18.5 Road Pit: <br />RPM obtained a copy of the 18.5 Road Pit permit file from DRMS and conducted review of the <br />approved reclamation plan and any revisions. The following table lists the approved species, <br />precipitation range and soil type necessary for each species establishment. Bold print indicates <br />undesirable characteristics of a species for the site. The precipitation range and compatible soil <br />types for each species were derived from NRCS Plant Guides and Utah State University <br />Extension Service Range Plants of Utah bulletins. These criteria were used as the basis to <br />recommend inclusion or exclusion of a plant species. <br />1.1 18.5 Road Pit Existing Seed Mix: <br />18.5 Road pit approved seed mix. Bold print indicates undesirable characteristic of the species <br />for site reclamation.
