w <br />4'w` " <br />Technical Revision <br />Pikeview Quarry <br />M-77-211 <br />Castle Concrete Company <br />May 2010 <br />, //s- <br />RECENE <br />JUN 0, 2010 <br />Division of kecr nation, <br />Mining and Safety <br />PURPOSE OF REVISION: To allow Castle Concrete to go back into the Pikeview Quarry for the purpose <br />of investigating the geologic conditions within the permit boundary to better be able to formulate a <br />comprehensive mining and reclamation amendment. In June of 2009 The Maine Land Reclamation Board <br />issued a Cease and Desist Order with regard to any mining within the affected slide area of the Pikeview <br />Quarry. Since the landslide in December of 2008 the slopes within the Pikeview Quarry continue to be very <br />unstable. <br />The Mine Land Reclamation Board granted a one year extension of their Board Order of June 2009 requiring <br />Castle Concrete to submit a new amendment to the above referenced permit by May of 2010. This extension <br />was granted based on the inability of Castle Concrete to be able to conduct a. thorough investigation due to <br />the fact that numerous areas within the quarry are moving and unable to be examined as to the best way to <br />reclaim the quarry in its current condition. <br />REASON FOR REVISION: Castle Concrete was in the process of mining and reclaiming the Pikeview <br />Quarry under the above referenced permit at the time of the original slide in 2008 (See Exhibit 1). In <br />December of 2008 a landslide occurred at the Pikeview Quarry, located in northwest Colorado Springs, <br />Colorado (See Exhibit 2). In June of 2009 the Mine Land Reclamation Board issued a Cease and Desist <br />order against Castle Concrete Company suspending its ability to continue operation. In the Board Order, <br />Castle was also to prepare a new mining and reclamation plan for the Pikeview Quarry in the form of an <br />amendment to the current mining and reclamation plan. The order called for the amendment to be submitted <br />to the DRMS no later than May of 2010. As was previously stated, a one year extension was requested and <br />approved by the Board to allow Castle Concrete to fully investigate the geologic conditions and the best <br />approach to deal with them in the new amendment. <br />In cooperation with the DRMS, Castle Concrete installed a Lieca monitoring system within the quarry to <br />monitor the landslide (See Exhibit 3). In September of 2009 a second landslide occurred (See Exhibit 4). <br />Portions of the southern and middle sections of the quarry continue to move and are unstable while other <br />areas of the middle and north end of the quarry appear much more stable and currently are not moving.
