6.0 Design Certification <br />• I am a registered professional engineer in the State of Colorado experienced in the design, <br />construction and operation of earthen structures. I have reviewed the design documents and <br />inspected the site. Map 2.05.3 -E2 -E, Coal Stockpile Sumps, presents the impoundment <br />configurations. To the best of my knowledge, based on my professional expertise, the Upper Coal <br />Stockpile Sump (UCSS) and Lower Coal Stockpile Sump (LCSS) were designed in accordance with <br />prudent state -of -the -art standards for earthen embankment structures. <br />This design report confirms that the design of this structure meets or exceeds the Rules and <br />Regulations of the Colorado Mined Land Board for Coal Mining.
