W H
W MON7GOMERYWA7SON HARZA
July 11, 2002
Robert J Shevling
Seneca Coal Company
P.O. Box 670
Hayden, Colorado 81639
RE; Stock Pond Hazard Evaluation
Dear Mr. Shevling:
On November 15,2001 I visited the Seneca II mine site and inspected the following existing stock ponds:
T -1, T -3, T-4, T -5, T -7, T -8, T -10, T -11, T -12, T -13, T -15, T -16, T -17, T -20, T -25, T -26, T -28, T -29, T -30,
T -31, T -32, and T -33. In addition, I reviewed all the as -built surveys that were completed. Also during the
inspections it was noted that reclamation was nearly complete at the site and that there was no residential or
commercial structures immediately below any of the existing stock ponds.
All stock ponds are constructed in reclaimed areas and are not primary sediment control structures. They
all have a relatively small storage capacity (no greater than two -acre feet) and embankment no greater than
5 feet high measured from the invert of the spillway to the up stream toe of the embankment. All the
embankments appeared to be in good condition. A few stock pond spillways had erosion problems that
were noted on the pond inspection reports submitted to Seneca Coal Company.
Given that the existing stock ponds are relatively small in size and there is no residential or commercial
structures or mining operations immediately below any of the existing structures, they do not create a threat
to public health and safety or threaten significant environmental harm.
If you have any question or require additional information please not hesitate to call
Sincerely O Q,fl .
