On revised page 2.04-46, there is a discussion of the gain-loss report on Terror Creek. <br />Please add to the discussion how the results of this report may have been impacted by <br />current mining or may impact future mining plans in the immediate area. Please include in <br />the discussion references to the permit application referring to monitoring on the surface <br />and in the mine and mitigation plans if impacts to Terror Creek are observed. In addition, <br />please briefly discuss the gain-loss potential in the Mine Water Inflow discussion on revised <br />page 2.04-54. <br />BRL - The discussion of the gain-loss study was expanded on page 2.04-46. BRL views the <br />gain loss study as additional baseline information similar to historic flow rates in Terror Creek. <br />Therefore, mention of the gain-loss study in the Mine Water Inflow discussion does not seem <br />necessary or appropriate. <br />23. Please revise Section 2.04.7(3) on revised pages 2.04-49 and 2.04-50 to include the <br />possible impacts from mining the B-seam. <br />BRL - Possible impacts from mining the B-Seam were added to pages 2.04-49 and 50. <br />24. In the second paragraph on revised page 2.04-50, should Terror Creek be included along <br />with Hubbard Creek and Steven's Gulch as creeks that will be protected from the effects of <br />subsidence? <br />BRL - Yes, all three creeks will be protected. The change was made to page 2.04-50. <br />25. On revised page 2.04-47, it is stated that stock pond P-1 is located in Steven's Draw in the <br />southwest corner of the permit area. With the additional acreage added in PR-1 2, the <br />location of PRA 2 is more south centrally located. In order to avoid any confusion, please <br />revise accordingly. <br />BRL - The requested change was made on page 2.04-47. <br />26. On revised page 2.04-49, there is a discussion concerning the potential for degradation of <br />water quality and water quantity from the mining of the D-seam. However, there does not <br />appear to be any similar discussion of potential degradation from the mining of the B-seam. <br />Please provide this discussion. <br />BRL - The B-Seam was included in the discussion of potential degradation from mining. <br />27. In the second paragraph on revised page 2.04-50, it is stated that Hubbard Creek and <br />Steven's Gulch will be protected from the effects of subsidence. Considering that Steven's <br />Gulch is at the end of the longwall mining in panels B-10 and B-11, can Steven's Gulch be <br />protected from subsidence or will the subsidence effects be mitigated? Please revise if <br />appropriate. <br />BRL - The language was changed regarding mitigation of the effects of subsidence on Stevens <br />Gulch. <br />Section 2.04.9 Soils Resource Information <br />28. As BRL is aware, with any future surface disturbance, such as with methane degas facilities <br />within the proposed west mine expansion area, BRL will need to submit baseline soils
