0 Introduction <br />Sediment Pond 004 was originally constructed in 1982 as part of the surface water control plan for the <br />Seneca II Mine. The pond is located in the SWA, Section 12, Township 5 North, Range 87 West (see <br />Map 2.05.3 M4, Drainage and Sediment Control Plan) in the Cow Camp Creek drainage, which is <br />tributary to Fish Creek. No portion of the contributing watershed will be re- disturbed as part of the <br />Peabody Sage Creek Mine activities. <br />The as -built configuration is presented on Map 2.05.3 -E2.C, Sediment Pond 004 As- Built. The pond <br />was approved as a permanent, postmine structure by the Colorado Division of Reclamation, Mining <br />and Safety ( CDRMS) as part of TR -42 for the Seneca II Mine permit in a decision issued on <br />September 12, 2007. <br />In September 2009, Seneca Coal Company (SCC) corrected the Pond 004 watershed boundary in <br />response to field observations made by CDRMS representatives during a Phase II bond release <br />inspection in August 2009. The field observations noted that landscape elements which had been <br />included in the Pond 004 watershed area actually drained to Pond 008. An August 2009 survey of the <br />watersheds corrected the drainage divide and determined that the contributing watershed to Pond 004 <br />is 547 acres; approximately 470 acres were disturbed by Seneca II mining activities and have been <br />reclaimed and revegetated. Consequently, this As -Built Report contains the September 2009 <br />correction. <br />In discussions with CDRMS representatives on March 9, 2009, Mr. Tom Kaldenbach of CDRMS <br />agreed that submittal of the approved, permanent postmine as -built configuration and accompanying <br />report was all that is necessary for the Peabody Sage Creek Mine permit application package (PAP). <br />This determination is based on there being no new disturbance in the contributing watershed during <br />this mine permit term. <br />The Peabody Sage Creek Mine, Pond 004 As -built Report, includes the approved, Seneca II Mine <br />postmine SEDCAD4 demonstration (Seneca II Mine, TR -51, September, 2009) and revised text which <br />removes references to the Seneca II Mine permit that are not relevant to this PAP. <br />Following is a summary of the design and construction history of Pond 004. <br />• The pond was originally designed and constructed as an earthen fill embankment pond for the <br />Seneca II Mine, Permit C -80 -003, in 1982. The original design is located in the Seneca II <br />Mine permit in Appendix 7 -6 -2. <br />• 1986 Design Evaluation — The principal spillway was re- designed and the inserted into the <br />Seneca II Mine permit in a revision dated 08/27/86. The 1986 spillway re -design <br />. demonstration is found in the Seneca II permit in Appendix 7 -6c. <br />2.05.3 -E2.C1 11/09 <br />
