III. COMMENTS - COMPLIANCE <br /> Sunlight C-1981-046 <br /> Pg 1/1 17 May 2010 <br /> Below are comments on the inspection. The comments include discussion of observations <br /> made during the inspection. Comments also describe any enforcement actions taken <br /> during the inspection and the facts or evidence supporting the enforcement action. <br /> This was a complete inspection of the Sunlight Mine conducted on 17 May 2010 by <br /> Jim Stark of CDRMS. The permit for the site has been revoked and the reclamation <br /> was completed by the Division. The weather was warm and overcast and the <br /> ground was dry. All of the snow has melted off of the site at this point. <br /> Signs and Markers: The Division's revoked mine project sign was along the County <br /> Road at the upper portal location of the site. The sign was in good condition. <br /> Backfilling and Grading: - The regraded upper portal and road area were well <br /> vegetated and appeared to be stable at the time of the inspection. There was no <br /> cracking, settling or sliding of the backfill at this time. No erosional problems were <br /> noted on the reclaimed slopes. **See pictures at the end of this report.** <br /> - The backfilled lower portal and road was well vegetated and mostly stable at the <br /> time of the inspection, with the exception of the immediate area of the backfilled <br /> portal, as noted below in the "Slides and Damage" section. It appears as though <br /> there was someone driving on the lower road but, apart from a few downed willows, <br /> there were no problems associated with this travel. **See pictures at the end of this <br /> report.** <br /> Slides and Damage: - As noted in previous inspection reports, there is some slumping <br /> at the lower portal backfill area due to a collapse of the wooden support beams. <br /> The block wall that seals the portal is still intact. While the immediate area around <br /> the collapsed portal appears to remain stable, there may be a hole developing <br /> above where the backfill has collapsed (or it may just be more visible at this time of <br /> yed-r). While there was a fair amount of old vegetation above the portal, there was a <br /> noticeable depression. I did not venture very close as I did not want to end up inside <br /> the portal in the event that it was, in fact, an opening. It appears as though there is <br /> runoff routed directly over the backfilled portal, which may have contributed to the <br /> collapse. In addition to the collapsed portal, there appears to be an unstable slope <br /> immediately to the left (south, basically) of the portal. This slope is very steep and is <br /> not vegetated. There are two trees that are at the top of the slope that are falling <br /> due to slumping or erosion. There is also (possibly) a large crack approximately half <br /> way up this slope. **See pictures at the end of this report.** <br /> This completes the 17 May 2010 inspection of the Sunlight Mine. <br />
