Response: The post-mining topography is being significantly revised with this submittal. <br />The new PMT has been developed adhering to the constraint of keeping the slopes nc <br />steeper than 33%. <br />6. Map 23A - Mine Plan - South Taylor Area <br />a. Cross Section locations are not shown on this map, but would be useful for <br />comparison with other permit maps. Please add ST sections A-A', B-B', C-C', D-D' <br />and E-E' as they are shown on Map 19B, including stationing tick-marks. <br />b. Mining in the central portion of South Taylor pit is described as occurring "2008 - <br />2011", while subsequent years' mining are identified individually. Please delineate, by <br />individual year, the proposed mining sequence for 2010 - 2011. <br />Response: This area represents the initial South Taylor boxcut area. It will take several <br />years for this area to reach full pit depth. No changes have been made. <br />7. Map 20B - Premining & Postmining Cross Sections - South Taylor Area <br />a. A dark blue "Fill Design" line appears on sections ST-B, ST-C and ST-D. This line is <br />not defined in the Legend. Please provide a description for the "Fill Design" line. <br />Response: The dark blue "Fill Design" text that appears in the above cross sections has <br />been changed to the text "South Taylor Fill Design". The "South Taylor Fill Design" text and <br />line has been added to the legend. <br />b. Map 23A indicates zones of highwall mining in the western extent of cross section <br />ST A-A' and northern portions of ST C-C' and ST D-D'. For clarity, these zones should <br />also be identified on the cross sections. Please illustrate the zones of potential <br />highwall mining on the cross sections, as appropriate. <br />Response: Zones of highwall mining, including both completed highwall mining and <br />proposed future mining, are now represented on cross sections ST A-A ; ST C-C' and ST <br />D-D' on Map 20B and Sections A-A' and E-E' of map 45. The cross section for ST C-C' in <br />Map 20B and A-A in Map 45 do not actually cross over any highwall mine zones, but pass <br />adjacent to one several hundred feet away. This detail is also included as a note on those <br />cross-sections. <br />c. According to Rule 1.04(43a), ""Excess spoil" means spoil material not necessary to <br />achieve the approximate original contour..." For the purpose of TR-81, the Division <br />considers "permanent" excess spoil to mean the following: 1) spoil placed permanently <br />outside the footprint of the area to be open-pit-mined (as illustrated on Map 23A); and 2) <br />spoil permanently placed at elevations higher than the premining topography was at a <br />given location. "Temporary" excess spoil is spoil placed at elevations higher than the <br />postmining topography, which will be removed prior to final grading.
