of Rule 4.27 - Operations on Steep Slopes, which begins on Page 30 (South Taylor/Lower
Wilson-Rule 4, Page 20) in Volume 12.
19. A review of the proposed cross-sections provided on Maps 20, 20A and 20B show
the following changes:
Response: General comment with regard to map interpretations, fill heights, and map
discrepancies. Please refer to Figure 1 and the new post-mining topography depicted on
Map 19B. The pit limits are being reduced in the southeast part of the South Taylor area,
and the PMT is being significantly revised with this submittal. As a result, many of the
issues described below may have become moot. The comments are nevertheless
addressed individually for the sake of completeness.
a. Map 20, Section 13-13' - TR-81 is proposing a change from Station 15000 to 17000 -
lowering the post-mining topography (PMT) by up to 180 feet.
Response: We apologize for the confusion that appears to exist regarding various cross
sections that have similar designations. The cross sections associated with TR-81 seek to
raise the PMT above that already approved and only in the fill areas, as highlighted in red
on the above described Fig. 1.
We believe there may be some confusion in the cross sections because the stationing does
not match the discussion. In the B-B' cross section that refers to Map 20, which is actually
Section ST B /ST-B', TR-81 as initially submitted actually sought to raise the PMT from the
approved PMT as well as the pre-mining topography, not lower it. However, that cross
section ST B-B' on Map 20 with the new PMT now
b. Map 20A, Section E-E' - TR-81 is proposing a change from Station 15500 to 18000+,
lowering the PMT by up to 180 feet.
Response: We believe there may be some confusion in the cross sections. Refer to
attached Fig 1. In the E-E cross section associated with Map 20A, which would be Section
ST-E /ST-E, there is no proposed change to the approved PMT.
c. Map 2013, Section A-A' - The PMT in the eastern (right-hand) portion of this section is
below the pre-mine elevations, but higher in the west.
Response: Because of the context of the comment, it appears the reference is to Section
A-A' on Maps 20 and 19B because that cross section is west to east. That would be
section ST-A /ST--A'. That section is however well south of the area for which TR-81 seeks
to modify PMT, and in fact the PMT is not being proposed for change along this cross
section. The relationship between the pre-mining and post-mining topography, with PMT
below pre-mine in the east and above it in the west, are as per the approved PMT and are
not affected by TR-81.
