II. COMMENTS-COMPLIANCE <br /> Below are comments on the inspection. The comments include discussion of observations made during the inspection. Comments also describe <br /> any enforcement actions taken during the inspection and the facts of evidence supporting the enforcement action. <br /> Coal Ridge C-1984�65-- <br /> 18 May 2010 <br /> Pg 1/1 <br /> This was a complete inspection of the Coal Ridge Mine in New Castle, Colorado. The inspection was <br /> conducted on the morning of 18 May 2010 by Jim Stark of CDRMS. The mine has been reclaimed and <br /> has undergone a Phase II Bond Release. The weather was cool and overcast and although it rained the <br /> previous day, the ground was dry. <br /> Mine Availability of Records: All of the necessary records were available at the Garfield County <br /> Courthouse in Glenwood Springs. The records were checked prior to the site visit on the afternoon of <br /> 17 May 2010. Seethe records checklist at the end of this inspection for more details. <br /> Signs and Markers: The mine ID sign was in place on the gate and contained the necessary <br /> information (including permit number, contact information and operator information). The remaining <br /> topsoil stockpile had the appropriate "Topsoil" sign in place. <br /> Roads: The remaining road to the portal bench was stable and in good condition at the time of the <br /> inspection. There were no major ruts or erosional problems noted on the road. Although the road does <br /> get limited use by an outfitter during hunting season, it is filling in with grasses from the lack of use <br /> most of the year. <br /> Hydrologic Balance: - The ditches that remain at the site were all stable at the time of the inspection. <br /> There did not appear to have been any flow in the ditches this spring(from runoff). No erosional <br /> problems were noted in the ditches. <br /> -The remaining sediment pond was dry at the time of the inspection. The pond embankment was well <br /> vegetated and stable at the time of the inspection. No erosional problems were noted on the pond <br /> embankment. <br /> Backfilling and Grading: - The backfilled and regraded portal and facilities areas were all stable and <br /> well vegetated at the time of the inspection. No cracking or settling was noted in the backfill. <br /> Revegetation and Reclamation Success: - The Coal Ridge Mine has been reclaimed since 1995. The <br /> site is well vegetated and very stable. There are no bare spots in the reclaimed area. The reclamation <br /> blends in nicely with the adjacent areas and appears to be able to support the post-mining land use of <br /> rangeland and wildlife habitat. <br /> Overall the Coal Ridge Mine site is in good condition. This concludes the 18 May 2010 inspection <br /> report for the Coal Ridge Mine. <br />
