III. COMMENTS -COMPLIANCE
Below are comments on the inspection. The comments include discussion of observations made
during the inspection. Comments also describe any enforcement actions taken during the inspection
and the facts or evidence supporting the enforcement action.
This was an aerial inspection of the Munger Canyon Mine conducted by Harry Ranney of the
Division of Reclamation, Mining and Safety(DRMS). Aerial photographs were taken on May
20, 2010 at approximately 11:29 a.m. Nine photographs were taken during the flyover. Mike
Boulay of the DRMS reviewed the aerial photographs.
Weather conditions appeared to be clear and sunny at the time of the flight. The reclaimed
portal bench access road, backfilled portal area, waste disposal site and cover soil stockpile were
visible in the photographs. A large portion of the mine access road was also photographed
during the flight. There was some activity at the site during the time of the flight. From the
photographs it appears that weed spraying possibly for Whitetop was underway along the south
fork of Munger Creek(see attached Photo No. 1).
The access road to the mine site was dry and stable. The mine bench area appears stable. The
reclaimed hill slope and riprap channels along the length of the formal portal access road
appeared to be in very good condition with no evidence of slides or other damage. The majority
of the reclaimed portal bench area and former portal bench access road is shown in the attached
Photo No. 2.
The disturbed areas of the mine site appear to be fairly well vegetated. No significant erosion or
other problems were identified with this aerial inspection.
