Load-Out Bin Liner System Enhancements
The liner system in the vicinity of the Load-Out Bin ("LOB") will be enhanced to ensure that
all vehicular traffic on the VLF occurs over a liner system. No leaching is planned for the
areas covered by the proposed new liner. This project will include the installation of 80 mil
Linear Low Density Polyethylene ("LLDPE") Gundseal, or equivalent, installed by a
qualified liner contractor per specifications outlined within the AMEC letter dated May 17,
2010.
Please refer to attached AMEC drawing "LOB Pad, GM/GCL Liner Additions" dated May
11, 2010 for additional detail. Construction quality assurance will be provided by AMEC.
An as-built report will be submitted to DRMS in a timely manner upon completion of the
project.
CC&V has reviewed these minor changes for impacts to the financial warranty calculations.
Calculations (attached to this letter) for the Phase IV B/C liner project indicate a cost of $17,207
for reclaiming this additional liner area based on a ratio of costs, considering the entire VLF as a
whole. The cost of reclamation for the LOB Pad Area has been captured under the heading
"Crusher and Fuel Island" area in Amendment No. 9, Volume VII, Appendix 11. Also please
refer to the attachment to this letter showing the area of concern. Therefore, no additional
warranty for the LOB Liner Project is necessary.
According to our records, prior to the approval of TR 58 for the E-Train, Hydrojex, and Pump
Caisson projects, DRMS held an unallocated bond in the amount of $405,335. Applying the TR
58 amount ($133,866) to this surplus left an unallocated bond in the amount of $271,469.
Applying this TR59 bond amount of $17,207 leaves an unallocated bond in the amount of
$254,262.
A check in the amount of $1,006 for this technical revision request is attached.
Please contact me at (719)-689-4055 should you have questions or wish to discuss this request
for a technical revision.
Sincerel
12
l
Timm Comer
Manager, Environmental Resources
xc: Paul Clarkson, Director, Teller County Planning Department
Byron Hake, Mayor, City of Victor
Enclosed in triplicate:
Letter from AMEC dated May 17, 2010 from John Lupo, P.E. to Timm Comer of CC&V
AMEC Drawing: Phase IV B/C Triangle Project, Liner Details
AMEC Drawing: LOB Pad, GM/GCL Liner Additions
TR 59 Bond Calculations (5-17-10) by M.D.E.
