3.0 Specific Reclamation Activities and Results <br />3.1 Phase I Areas <br />As shown on Exhibit 1 - 2010 Phase I Bond Release Application, each area <br />requested for bond release is comprised of smaller units, which correspond to <br />the specific year that backfilling, grading and reseeding were performed. The <br />work completed includes regrading to the approved post-mining topography, <br />topsoil replacement to the required depth, and seeding with the approved seed <br />mix. Grading and topsoil replacement is generally performed in the summer and <br />fall months and seeding occurs in the fall. See Table 1- Summary of <br />Reclamation Activities for an overview of the worked performed for each <br />reclaimed area. <br />The reclaimed areas have been regraded consistent with the approved post- <br />mining topography (See Map 19, Permit C-81-019 for the approved post-mining <br />topography) and follow all criteria set forth for Phase I bond release by the <br />Division. See Exhibit 3 for four (4) representative cross-sections of the regraded <br />areas in relation to the approved post-mining topography. Two of the four cross- <br />sections have been components of the Annual Reclamation and Hydrology <br />Report, and have been subject to various reviews and approvals by the Division <br />and the third and fourth has been added to provide a representative cross- <br />section of the Section 16 and West Pit Phase I areas. The cross-sections <br />. indicate that the Phase I areas fall within the Division's guidelines of a maximum <br />variance of'/ of a contour from the approved post-mining topography and are <br />well within acceptable mining practice. <br />Topsoil depths have been found within compliance by the Division as a result of <br />on site inspections. Erosion control has been established by the presence of <br />herbaceous cover. Permanent and temporary channels have been established <br />in the Phase I areas, in accordance with the approved sediment control plan <br />located in Permit C-81-019. These channels are identified in Exhibit 1- 2010 <br />Phase I Bond Release Application and a cross-section of the constructed Gulch <br />A Ditch is located in Exhibit 4. <br />3.2 Phase II Areas <br />As shown on Exhibit 2 - 2010 Phase II Bond Release Application, each area <br />requested for bond release is comprised of smaller units, which correspond to <br />the specific year that backfilling, grading and reseeding were performed.
