3.0 Specific Reclamation Activities and Results 3.1 Phase I Areas As shown on Exhibit 1 - 2010 Phase I Bond Release Application, each area requested for bond release is comprised of smaller units, which correspond to the specific year that backfilling, grading and reseeding were performed. The work completed includes regrading to the approved post-mining topography, topsoil replacement to the required depth, and seeding with the approved seed mix. Grading and topsoil replacement is generally performed in the summer and fall months and seeding occurs in the fall. See Table 1- Summary of Reclamation Activities for an overview of the worked performed for each reclaimed area. The reclaimed areas have been regraded consistent with the approved post- mining topography (See Map 19, Permit C-81-019 for the approved post-mining topography) and follow all criteria set forth for Phase I bond release by the Division. See Exhibit 3 for four (4) representative cross-sections of the regraded areas in relation to the approved post-mining topography. Two of the four cross- sections have been components of the Annual Reclamation and Hydrology Report, and have been subject to various reviews and approvals by the Division and the third and fourth has been added to provide a representative cross- section of the Section 16 and West Pit Phase I areas. The cross-sections . indicate that the Phase I areas fall within the Division's guidelines of a maximum variance of'/ of a contour from the approved post-mining topography and are well within acceptable mining practice. Topsoil depths have been found within compliance by the Division as a result of on site inspections. Erosion control has been established by the presence of herbaceous cover. Permanent and temporary channels have been established in the Phase I areas, in accordance with the approved sediment control plan located in Permit C-81-019. These channels are identified in Exhibit 1- 2010 Phase I Bond Release Application and a cross-section of the constructed Gulch A Ditch is located in Exhibit 4. 3.2 Phase II Areas As shown on Exhibit 2 - 2010 Phase II Bond Release Application, each area requested for bond release is comprised of smaller units, which correspond to the specific year that backfilling, grading and reseeding were performed.
