RULE 2 - PERMITS <br />entries will then be backfilled from the seals to the portal openings with soil and broken rock <br />materials. The portal and face -up areas will be backfilled and graded to completely cover all <br />• portal structures, establish a stable slope configuration, and eliminate exposed highwall <br />areas. <br />• Portal Slope Heating System - Upon completion of mining, the slope heating system will be <br />dismantled and the small associated building will be removed. The concrete pad will remain <br />in place and will be buried during reclamation of the portal area. <br />Parking Areas - After the parking areas are no longer required, any parking islands will be <br />removed and the associated scrap metal and concrete will be placed in the portal area and <br />buried. Similarly, paving material will be ripped, loaded, placed in the portal area, and buried. <br />Since the paving material has been placed over the previously regraded and compacted surface, <br />the previously designed and approved regrading plan for these areas will not be impacted, and <br />reclamation of the areas will be completed with regrading, deep ripping to relieve compaction, <br />drainage reestablishment, topsoil replacement and reseeding. <br />• Rockdust Tank - After removal of the rockdust tank and cement pad, the pit run gravel from <br />the truck access /unloading area will be dispersed in the facilities area. The area will be ripped <br />before the stockpiled topsoil is reapplied. <br />• Mine Fan - Upon completion of mining, the fan and motor will be removed from the <br />foundation and taken from the site. This will involve unbolting the fan and motor from their <br />• respective foundations. The pre - engineered building will be torn down and buried in the pit. <br />The duct work and concrete pad or footers will be left in place and buried during reclamation of <br />the portal area. <br />Mine Transformer - The transformer will be removed from the PSCM permit and salvaged for <br />future use elsewhere. Likewise, the transformer pad will be pushed into the portal area <br />during reclamation activities. <br />Roads and Powerlines — With the exception of the mine access and coal haul road that will <br />be retained to provide long -term access in conjunction with the post- mining land use, the <br />remaining mine roads will be removed and then will be deep ripped to remove compaction <br />and the associated disturbance area during final grading operations per Sections 4.03.1(7), <br />Roads and 4.03.3(7), Light Use Roads — Reclamation. Retained roads will be narrowed to a <br />20 foot width and drainage reestablished <br />Most of the powerlines that cross the mine are owned and operated by Yampa Valley <br />Electric Association and serve both SCCC and other customers. These powerlines and <br />associated powerline access /maintenance roads, and substations are the responsibility of the <br />electrical utility and will be retained and maintained or reclaimed by the utility. The power <br />poles going to the fan will be knocked down and pushed into the portal excavation area during <br />reclamation activities. <br />• • Removal /reclamation of the roads and powerlines will begin no later than one year after <br />permanently ceasing mining operations has been made.
