RULE 2 - PERMITS
Road layouts are shown on Map 2.05.3 M3, Road Plan View and Profiles, Map 2.05.3 M1A, Mine
• Facilities Area (South End) and Map 2.05.3 M1B, Mine Facilities Area (North End). Coal haulage
will occur on Road A/B/B -1, from the permit boundary at Routt County Road 27A to the coal
stockpile area, a distance of approximately 1.5 miles. The road will be a minimum of 50 feet wide
and constructed with a compacted road base and gravel surfacing. Road A/B/B -1 will provide for
two -way haulage of both full and empty tractor - trailer haul - trucks moving coal from the coal
stockpile to the customers receiving facility.
Although the posted speed limit for haul roads will be 25 mph, road horizontal alignment is based
on a 40 mph design speed, for safety reasons. Horizontal and vertical alignment have been
carefully coordinated so that no horizontal curve begins or ends at the crest or sag of a vertical
curve, and in such a manner as to comply with regulatory cross -slope and grade requirements,
control erosion, simplify drainage design, and maximize safety and environmental protection.
Centerline profiles of the haul roads are presented on Map 2.05.3 M3. A schematic of the typical
haul road cross section is presented in Figure 2.05.3 -F1, Typical Haulroad Cross - Section.
All haulroads will be constructed in accordance with Rule 4.05.1. Typical construction practices for
haulroads will involve implementing temporary drainage and sediment control measures, clearing
and grubbing vegetation (limited to the width needed for the roadway and drainage control), and
recovery and stockpiling of available soil materials. All soil material recovered from roads and
other areas will be placed in the topsoil stockpile located adjacent. to PECOCO Pond (see Map
2.05.3 M1A). Potentially acid- and/or toxic - forming or frozen materials will not be used for either
road fill or as road surfacing materials. Road fill materials will be borrowed from the overburden
excavated from the portal area.
• Road base and surfacing designs for the haul roads are based on site soil properties and the methods
g P P
outlined in the U.S. Department of the Interior, Bureau of Mines, Information Circular 8758, Design
of Surface Mine Haulage Roads - A Manual (Kaufman and Ault, 1977).
PSCM Permit App. 2.05 -20 Revision 12/17/09
