RULE 2 - PERMITS <br />temporary vegetative cover to minimize soil loss and erosion. Any coal refuse material <br />(development waste and any non - specification coal) and incombustible waste rock generated at the <br />PSCM will be transported to the Foidel Creek Mine's approved coal refuse disposal area (CRDA) <br />for permanent placement. The coal refuse and waste rock material from PSCM has been considered <br />in the design of the Foidel Creek Mine CRDA and is addressed in technical revision TR09 -67 to <br />permit #C -82 -056 for that mine. A variance for delayed reclamation operations in combined <br />surface and underground mining operations, relative to the mine portal face -up area and associated <br />temporary out -of -pit stockpiles is requested as part of this permit application. Given that the initial <br />five -year permit term only anticipates exploratory and mine development activities to establish <br />mining conditions, the associated reclamation plans reflect sealing of all mine openings, backfilling <br />of the portal face -up area, demolition and removal of all surface facilities, regrading to the approved <br />postmine topography, drainage reestablishment, soil material replacement, and reseeding of all <br />mining - related disturbance areas. If mining and market conditions are favorable and support <br />expansion to full -scale mining operations, the facilities in place at that time will be utilized to <br />support ongoing operations and facilities reclamation will be deferred to the end of the mine life. <br />The need for and timing of any additional future surface disturbances associated with vent shafts <br />and other facilities, as well as any plans for full -scale development and mining, will be dependent <br />on whether or not initial development indicates favorable mining conditions and on favorable <br />market conditions at the time that final mine feasibility is evaluated. <br />Any future coal exploration drilling to further define and characterize the coal reserve and strata <br />above and below the coal seam will be planned and permitted in accordance with applicable <br />provisions of Sections 2.02 and 4.21. <br />• <br />PSCM Permit App. 2.05 -6 Revision 03/05/10 <br />
