111. COMMENTS - COMPLIANCE <br /> Below are comments on the inspection. The comments include discussion of observations made during the <br /> inspection. Comments also describe any enforcement actions taken during the inspection and the facts or <br /> evidence supporting the enforcement action. <br /> This was a complete inspection conducted by Janet Binns of Colorado Division of Reclamation, Mining and <br /> Safety. The GEC Strip Mine has had its reclamation bond revoked by DRMS, and subsequently there is no <br /> active permit associated with this mine. No personnel are on site. The mine has been reclaimed. The weather <br /> was dry and extremely windy. Inspection frequency was reduced in November 2002, to two complete <br /> inspections per state fiscal year (July 1-June 30). No bond monies or severance tax monies remain available <br /> for this site. <br /> Roads: The road between the east and west pits was in good repair. The neighboring operation maintains this <br /> light use road to provide access to one of their remote facilities. <br /> Hydrologic Balance: Deep gullies exist throughout the property. Most of the gullies appear to not be actively <br /> increasing based upon vegetation established in the bottom of the gullies. The large drainage gully along the <br /> northwest side of Chen's Hill remains deep and active. Drainages along the bottom of the East Pit and West <br /> pit are holding up and not down cutting excessively. One bare area along the West pit drainage appears to <br /> have been disturbed by previous cattle activity. One pond remains on the site north of the access gate to the <br /> Southfield Mine. This pond is very filled with sediment. <br /> Revegetation: Reclaimed area vegetation is actively growing and looking healthy. There was no sign of <br /> noxious weeds becoming established on the reclaimed areas. Occasional bare patches were encountered in the <br /> reclamation, but these tended to be infrequent and of limited area when they were observed. Vegetative <br /> diversity appears to be good.
