As a result, our Washplant has been shut-down since Wednesday, and we are rapidly running <br />out of room in our Raw Coal Stockpile. We have a limited supply of washed coal in our clean coal (BOB <br />and Batch-Weigh) stockpiles for shipment. This situation is critical, given the potential to shut-down <br />mine production and limit coal shipments. <br />Given the critical situation, we need to reestablish a workable thickener underflow discharge ASAP. Our <br />immediate focus is tying in the permitted thickener underflow pipeline to the 6RT Borehole. In order to <br />expedite this process, we have completed thermal welding of most of the pipeline and connection of the <br />secondary containment pipeline on the surface, and are working with the UPRR to try to obtain their <br />approval of a temporary culvert crossing under the existing track ballast near the permitted crossing <br />location. <br />If we obtain the required approval from the UPRR, we propose to temporarily run the pipeline on the <br />surface to the permitted and completed Borehole, with the additional safeguards of full-time monitoring <br />of coal slurry flow at the 6RT Borehole location and a walking inspection of the pipeline once a shift. If <br />UPRR permitting is delayed, alternate solutions include; 1) Temporarily suspending the pipeline from the <br />existing railroad overpass (we are working with Routt County Road and Bridge on this option); 2) <br />Temporarily suspending the pipeline from a tensioned cable anchored to two or more poles over the <br />UPRR rail Spur; or 3) Routing the pipeline under the Rail Spur, either through the existing culvert near <br />Pond F, or through a new culvert crossing established under the portion of the Rail Spur that is owned by <br />TC. <br />The temporary solution would function until such time as either a replacement borehole is completed into <br />the SW Mining District (would be located in the vicinity of the existing plugged borehole, and would be <br />submitted and approved as a Minor Revision to our Permit), or until UPRR approval is obtained and the <br />original designed and permitted pipeline can be completed under the UPRR rail-spur.
