RULE 2 - PERMITS <br />• 2.04.13 Annual Reclamation Report <br />In compliance with applicable CDRMS regulatory requirements, PSCM will submit <br />annually to CDRMS a reclamation report covering the previous calendar year and will <br />include the required information as outlined by Section 2.04.13. The annual reclamation <br />report will include text, discussion, and maps and will provide the name, address and <br />permit number of the permittee; the location and number of any acres disturbed during <br />that year; the location and number of any acres backfilled and graded during the year; the <br />location and number of any acres topsoiled during the year; the species, location and <br />number of any acres of vegetation planted during that year, including any augmented <br />seeding or cultural practices (discrete areas planted with specific seed mixes will be <br />indicated and seed tags or other comparable documentation will be included); and the <br />location, number of acres and the date of any planting for all previously revegetated <br />areas. Since PSCM is an underground mining operation, only portions of the reporting <br />requirements may be applicable in any given year. <br />The following three exhibits and associated maps contain historic information and <br />activities previously collected or conducted at the Seneca II Mine on the lands transferred <br />to SCCC. It should be understood that this information includes a compilation of results <br />from all of the disturbed area originally controlled by Seneca II mine and in most cases <br />results of specific reclamation activities can not be separated into the areas now <br />controlled by SCCC. <br />• Exhibit 2.04.13 -E1, Historic Revegetation, contains a listing of seed mixes used for <br />revegetation seeding throughout the life of reclamation on the lands transferred from the <br />Seneca II permit area to the SCCC permit area. This data has been compiled and/or <br />copied from Annual Reclamation and Revegetation Reports submitted to CDRMS <br />annually. Map 2.04.13 -M1, Revegetation History, delineates and identifies the historic <br />annual seeding blocks along with locations of inter - seeding areas and concentrated shrub <br />clumps or shrub establishment areas. <br />Exhibit 2.04.13 -E2, Topsoil Replacement Summary, contains a tabulation and statistics <br />of the sampling effort showing the topsoil replacement depths over the entire Seneca II <br />reclaimed area. Numerous topsoil depth samples (933) have been taken over the 1793.5 <br />acres which translates to one (1) sample per 1.9 acres. The results of this sampling <br />indicate an average replacement depth of 15.6 inches over the entire area. Based on the <br />results of the topsoil depth sampling, the area meets or exceeds the estimated replacement <br />depths over the entire Phase II bond release areas. The documentation for this sampling <br />effort is presented in the Seneca II Mine permit document in Tab 9, Attachment 9 -4, and <br />in Annual Reclamation Reports submitted since 1986. <br />Exhibit 2.04.13 -E3, Historic Husbandry Practices, contains results of annual grazing <br />activities and a copy of the weed control plan that discusses the measures employed on <br />the SCCC permit area to date.
