RULE 2 - PERMITS <br />A horizon — zero to four inches; grayish brown (10YR 5/2, 2.5YR 5/2) clay loam with 2 percent small <br />sandstone chips, dark grayish brown (10YR 4/2, 2.5YR 4/2) moist; strong fine granular structure; <br />• slightly hard, friable, sticky and slightly plastic consistence; common medium, fine, and very fine, and <br />few coarse roots; noneffervescent; from lab data: pH =6.4 (slightly acid), EC =0.3 (nonsaline), SAR =0.2 <br />(nonsodic), OM =13.7 percent by weight -loss on ignition; gradual smooth boundary. <br />Bss horizon — four to 12 inches; dark grayish brown (10YR 4/2) clay (58 percent clay) with 2 percent <br />sandstone chips, very dark grayish brown (10YR 3/2) moist; moderate medium angular blocky <br />structure; hard, firm, sticky and plastic consistence; common to few medium, fine, and very fine, and <br />few coarse roots to eight inches; few coarse, medium, fine, and very fine roots eight to 12 inches; <br />slightly effervescent; from lab data: pH =7.7 (slightly alkaline), EC=0.5 (nonsaline), SAR--0.3 <br />(nonsodic), OM =2.9 percent; gradual wavy boundary. <br />BC horizon — 12 to 24 inches; brown (10YR 5/3) clay (56 percent clay), dark brown (10YR 4/3) moist; <br />massive structure; hard, firm, sticky and plastic consistence; moderately effervescent; from lab data: <br />pH =7.7 (slightly alkaline), EC--0.3 (nonsaline), SAR =0.9 (nonsodic); OM =1.6 percent, gradual wavy <br />boundary. <br />C horizon — 24 to 36 inches; grayish brown (10YR 5/2) clay (57 percent clay), dark grayish brown <br />(10YR 4/2) moist; massive structure; very hard, very firm, sticky and plastic consistence; strongly <br />effervescent; from lab data: pH =8.1 (moderately alkaline), EC =0.4 (nonsaline), SAR =2.9 (slightly <br />sodic), OM =1.0 percent; gradual wavy boundary. <br />Soil Availability and Suitability <br />• Consideration of soil availability and suitability relative to use of available soil materials to <br />facilitate effective reclamation and revegetation of the PSCM surface disturbance areas must take <br />into account site - specific conditions and limiting factors. The three primary factors affecting soil <br />availability and suitability for the PSCM operations are previous site disturbance, soil salvage depth <br />limitations due to clay content and topographic and physical constraints on soil salvage <br />Based on soil evaluations and analyses, the recommended salvage depth of the Binco clay and <br />Aaberg silty clay is seven inches. The primary limitation is the clay subsoil (based on WDEQ <br />Guideline No. 1 for Topsoil and Overburden in the absence of Colorado guidelines). It should be <br />noted that for some of the earlier samples (1980 Pre -Law Disturbance Sampling Program) the <br />textural classification was based on visual characterization rather than actual particle size analysis, <br />however, clay texture does appear to be a limiting constraint which may affect soil recovery and is <br />taken into consideration in reclamation plans. <br />Chemical analyses of the typic soil pedons collected from these map units are presented in Table <br />2.04.9 -T3. None of the chemical analyses appeared limiting. Additional soil analytical results are <br />presented in the Soil Resource Survey of the PSCM, Foidel Creek Mine Baseline Soil Survey and <br />Seneca II Mine Soil Survey. <br />For Seneca II Mine reconstructed soils down to spoil material meet suitability standards. Salvage <br />depths for surface soils average 11.5 inches. Salvage depths for subsoil below surface soil ranges <br />• from seven to 19 inches. Soil textures include loams, clay loams and clays. Current productivity of <br />the reconstructed soil allow for typical plant form for respective species for all sample sites.
