RULE 2 - PERMITS <br />Springs is located approximately 15 miles east - northeast, and the Seneca II W data collection site <br />• was located about eight miles west of the PSCM permit area. Temperature records at all locations <br />indicate a seasonal pattern with the coldest temperatures in December through February, gradual - <br />warming beginning in late - March, maximum temperatures in July and August, and gradual cooling <br />beginning in late August. Recorded temperatures range from highs in the mid -80's in the summer <br />to lows occasionally falling below zero degrees Fahrenheit in the winter. Temperatures in the <br />permit area are likely within five to 10 degrees of recorded temperatures due to similarity in terrain <br />and proximity of the monitoring sites. However, the PSCM permit area is not near any bodies of <br />water, unlike Steamboat and Hayden which are moderated by the nearby Yampa River. Tables <br />2.04.8 -T1 through 2.04.8 -T4 summarize average monthly mean, high, and low temperatures for <br />the period of record analyzed for each monitoring site. <br />Precipitation <br />The three closest meteorological stations with recorded precipitation data are located at Hayden, the <br />previous Seneca Mine, and Steamboat Springs. Precipitation has been recorded at Seneca II since <br />1981 and will continue operation serving the needs of both Seneca II and Sage Creek. The Seneca <br />II monitoring site is located within the PSCM permit area. Precipitation data indicate the majority <br />of precipitation occurs in the fall and winter months with reduced precipitation during the summer. <br />Total average annual precipitation is approximately 18.9 inches at Hayden, 24.0 inches at <br />Steamboat Springs, and 16.4 inches at Seneca II. Maximum and minimum precipitation occurs <br />during the months of September and July, respectively. Table's 2.04.8 -T5, 2.04.8 -T6 and 2.04.8 - <br />T7 summarize average monthly total precipitation for 2003 - 2008 for each site. <br />• Wind <br />The two closest meteorological stations with available wind direction and speed data are located at <br />the Seneca II W monitoring site and at Hayden. Wind data have been collected at the Sage Creek <br />site since fall of 2008. Wind records for the Sage Creek monitoring station for November, 2008 — <br />October, 2009 are also included, and wind flow patterns appear similar to those observed at Seneca <br />II W and Hayden. Wind data from all three monitoring sites indicate prevailing surface winds are <br />generally from the east, east - southeast, and southeast directions. Wind speeds less than four miles <br />per hour ( <1.8 m/s) occur a majority of the time at Seneca II, but occur only 11 percent to 32 <br />percent of the time at the Sage Creek and Hayden sites. Mean wind speeds at all three monitoring <br />sites range from 1.9 to 5.1 mean speed (m/s) (four to 11 miles per hour (mph)).
