During the topsoil stripping, a deficit was encountered in the amount stripped compared to the <br />amount predicted from the soil survey. WFC proposed the use of selected overburden or <br />interburden materials, approximately 33,600 cubic yards (see Map 2.05.4 -4) as topsoil <br />substitutes or plant seedbed media. This is based on approximately 21 acres of land within the <br />mining area that had unsuitable topsoil in the beginning (Soil Unit 810), and the lower than <br />anticipated recovery of 80 percent for the remaining Soil Units 111, I EW, 808, 30C, and D70B. <br />This was approved and was completed. The soil was shown to be suitable and has been <br />acceptable in the reclamation. As of February, 2008, these reclaimed areas appear to be doing <br />well and will meet the bond release criteria. <br />10.2 Topsoil Replacement - 199811999 Study Area <br />Map 2.04.9 -2 shows the areas which have been retopsoiled as of February, 2008. These areas <br />include A) the Benson property north of BB Road and east of 2700 Road, B) most of the <br />Benson property north of BB Road and west of 2700 Road, C) the eastern portion of the <br />Morgan property south of BB Road and west of 2700 Road. <br />Since it was determined in February, 2008 by the NRCS that soils 98E and 98A were prime <br />farmland, a revised topsoil stripping and replacement policy was needed for those areas. <br />Basically, these soils exist south of BB Road and west of 2700 Road on the Morgan property. In <br />addition, a small area of prime farmland exists in the northwest comer of the permit area, where <br />Pond 13 was constructed. <br />The general topsoil handling in these areas will include rock picking as well as land leveling that <br />will provide for better quality farmland whether in areas with prime farmlands soils or others.' <br />10.2.1 Prime Farmland - Soils- The requirements for the prime farmland soils on the Morgan <br />property are as follows: For the 51.60 acres that have been stripped as of February, 2008, the <br />replacement, as discussed with the NRCS, is a combined topsoil and subsoil minimum <br />thickness of 48 inches, with approximately 22 inches of Lift A material over a minimum of 26 <br />inches of suitable subsoil.
