8.1 Potential Prime Farmland Areas Within The Permit Area <br />8.1.1 Areas east of 2700 Road and south of BB Road (Original Permit area) <br />The original permit area contains an area of D70B (Bari) soil that could have been considered <br />prime farmland soil but after Dean Stindt did an inspection of the property in 1992, he <br />concluded that there was not adequate supply of water nor was it historically managed to a high <br />degree for this area to be considered prime farmland soils. This letter is found in Attachment <br />2.04.9 -6. There was no special handling of the soils in this area based on these findings. <br />8.1.2 Morgan fields south of BB Road and west of 2700 Road <br />The fields southwest of the intersection of BB Road and 2700 Road have sufficient prime <br />farmland soil (98E) such that the entire area of fields is considered prime farmland soil (total of <br />107.96 acres disturbed). These lands are owned by Morgan. As is seen from Map 2.04.9 -1, <br />some soils in these fields are not prime, but all fields in this area will be considered as such for <br />reclamation. Although Western Fuels has mined the eastern portion of these areas prior to the <br />prime farmland soils designation, all prime farmland soils on the Morgan property (which is the <br />entire Morgan property in the permit area) will be restored to prime farmland standards. Water <br />availability from the Morgans will determine how much of these fields can actually be restored to <br />Prime Farmland use as Irrigated Cropland (IC) <br />Cropland. This is covered in Attachment 2.05.4(2)(e) -7. <br />As of February, 2008, the eastern portion of the prime farmland on the Morgan property has <br />been backfilled with Bench 1 material which has tested to be suitable as subsoil. This is an area <br />of aooroximately 51.6 acres. It is demonstrated that the subsoil placed in this area meets the <br />suitability criteria outlined in Table 2.05.4(2)(d) -1, which was confirmed in February, 2008 by the <br />NRCS as the proper list of parameters for suitability. -able ._ the ball._ as . able 2.0 4.9 _. <br />See Attachment 2.05.4(2)(d) -1 for the Walsh Environmental Scientist and Engineers Report on <br />the sampling, testing and evaluation of the subsoil placement on the Morgan property. <br />(Revised October 2009) 2.05.4(2)(d) -15 <br />
