11. The Applicant has stated the permit boundary and the affected area will initially be the same. <br />Therefore, the Division will consider the entire 174.6 acres within the permit boundary to be <br />affected area. If the Permittee wishes to have separate areas correlating to the permit <br />boundary and the affected area, then the Maps must be revised to reflect this. Any changes <br />made subsequent to the approval of this application will require the submittal of a Technical <br />Revision or an Amendment. <br />6.4.5 Exhibit E - Reclamation Plan <br />12. The Applicant has stated slopes other than reservoir sidewalls will be graded to 3H:1 V or <br />flatter. Please identify any areas, other than reservoir sidewalls, which will require grading. <br />13. The Applicant has stated the haul roads will remain upon completion of reclamation. Will <br />there be roads, other than the access road, which will remain? <br />14. The Reclamation Plan states side slopes will be mined at 3H:1V and graded to 4H:1V. Please <br />provide a description of how the slopes will graded from 3H:1 V to 4H:1 V. This information <br />is required to complete the Financial Warranty estimate. <br />15. The Reclamation Plan states topsoil will be replaced to a depth of 1" to 6". The Division <br />recognizes the surface horizon of soil, in the vicinity of the pit, is shallow. However, the <br />Operator should attempt to salvage as much of the surface horizon(s) as possible. Topsoil <br />replaced at a depth of 1" to 2" inches will be susceptible to erosion and will likely result in an <br />increased rate of failure for establishing vegetation. Please commit to replacing topsoil to a <br />depth of 4"-8". <br />16. The Reclamation Plan states grading of slopes will be concurrent with mining. In addition, <br />the Applicant has indicated the slopes will be mined at 3H:1V. Does the Operator intend to <br />mine the slopes at 3 H:1 V with concurrent grading of the slopes to 4H:1 V? <br />17. The Applicant has stated material will not be exported to other sites for backfill. Please note <br />that if the Operator intends to import material for backfilling, it will be the Operator's <br />responsibility to provide the Division with notice of any proposed backfill activity not <br />identified in the approved Reclamation Plan. <br />18. The Reclamation Plan indicates the Operator will broadcast and drill grass seed. Please <br />provide the Division with estimates of the size (in acres) of the areas to be revegetated by <br />broadcast and drill seeding. <br />19. The post-mining land use for the Wiley Pit is proposed to be a developed water resource and <br />rangeland. In order for the Division to determine if the post-mining land use can be achieved, <br />the Applicant must submit design drawings and specifications for lining the pit. The <br />submittal should include typical cross sections for the inlet/outlet structures, reservoir open <br />drainage channel, and the water line to the feed lots.The Applicant may find further guidance <br />on submitting information related to pit lining in "Guide to Specification Preparation for <br />Slurry Walls and Clay Liners as a Component of a Colorado Mined Land Reclamation
