Public Notice <br />Snowcap Coal Company, P.O. Box 1430, Palisade, CO 81526, has submitted a complete <br />application fora Phase 11 & III bond release to the Division of Reclamation, Mining and Safety for <br />its Roadside North and South Portals, mining permit No. C-81-041. The permit was originally <br />approved on January 3, 1983 and renewed on January 3, 2008. The current reclamation bond <br />value is $1,640,413 and is in the form of a corporate surety bond. This permit action will release <br />up to $67,420 from the reclamation bond. The area for which the bond release is being <br />requested is approximately 14.8 acres at Snowcap Coal Company's South Portal. <br />Reclamation work has been performed from 2000 through 2008 at the Roadside South Portal <br />site. The work has been done in T10S, R98W, Section 34. The South Portal site has been <br />backfilled and regraded to approved final contours, and reseeded. All buildings and structures, <br />with the exception of those approved for retention, have been removed from this area. All work <br />has been performed in accordance with plans approved by the Division of Reclamation, Mining <br />& Safety. <br />The Roadside mines are located approximately three miles northeast of Palisade, CO at the <br />Interstate 70, Cameo Exit No.46. The location of these sections is contained within the U.S. <br />Geological Survey 7.5 minute Cameo and Palisade Quadrangle maps. The permit area is split <br />east and west by the Colorado River and 1-70, and is encompassed within the following lands: <br />T10S, R98W., 6th P.M.: <br />T11 S, R98W., 6th P.M.: <br />T11 S, R97W., 6th P.M.: <br />Sections 26, 27, 28, 34, 35 <br />Sections 1, 2, 11, 12, 13 <br />Section 7 <br />containing 3016 acres, more or less. <br />The surface of the permit area is owned by numerous private land owners and the U. S. <br />Government. The North and South Portal permit area contains 3016 acres of land, 1139 acres <br />of private surface, 48 acres of state surface and 1829 acres of Federal surface. <br />A copy of the bond release application is available for public inspection at the Mesa County <br />Clerk and Recorder's office, 544 Rood, Grand Junction, CO. Written comments or objections to the proposed release, <br />and a request for a public hearing or informal conference may be submitted to and additional <br />information obtained from the Division of Reclamation, Mining and Safety. Comments, <br />objections or requests for a public hearing or informal conference must be submitted to the <br />Division of Reclamation, Mining and Safety within thirty (30) days of the last publication of this <br />notice or within thirty (30) days of the completed bond release inspection, whichever is later.
