This is an appeal to Mr. Fultons' decisions. THEY ARE WRONG. <br />The state snowballed everyone again. The Morgan property in 1998 had just been planted on the <br />sunshine corner in AV 120 alfalfa and was a BRAND NEW FIELD of alfalfa. Prior to that it <br />was in corn. The other fields were being planted in corn and had been alfalfa. Another lie by the <br />state. Grass alfalfa or irrigated pasture had not in this area since 1985. 1985. We have all of the <br />maps showing irrigated CROPLAND in 1998. Mr. Fulton just left EVERYONE off the hook. <br />This is wrong. We have fought this ALL of the way every year! ! We have the SOIL 8. Accor <br />ding to SCIENTIST SURVEY that state this is PRIME SARMLANDinn 1998. 1998 POSE TO BE <br />of Federal and State laws, the NATIONAL SODBOOK <br />USED AS A REFERENCE and the soil scientist states that this is PRIME FARMLAND. <br />Mr. Fulton states that he must use what is currently happening. HOW does the Federal <br />Government allow the State to use a TECHNICAL REVISION as a reclamation plan and a soil <br />handling plan?? A technical revision is a MINOR CHANGE, MINOR CHANGE, that does not <br />affect the property of the landowner or make ANY ANY changes to the property. THIS IS <br />A ARE UP OTG 48 2IN INCHES <br />HAPPENING now. OUR prime farmland soils <br />DEOEP!3WFEET <br />E ARE <br />DEEP, OUR SOILS, THE barx darvey SOILS <br />THE ONLY ONES BEING MINED THAT HAVE TOTAL PRIME FARMLAND. <br />Enclosed IS THE soil survey WHICH STATES THE Morgan property was prime FARMLAND <br />in 1998!!! Also and adequate and dependable water supply is one which is good 8 OUT OF 10 <br />YEARS. Mr Morgan is the S LARGEST stockholder of the company and ALL OF THE <br />BEEN HISTORICALLY IRRIGATED AND CROPPED FOR 50 <br />MORGAN PROPERTY HAS <br />years! P <br />! <br />A Prime Farmland investigation was not performed! We had big guns, siderolls, gated pipe, and <br />all of the property was being irrigated ALL of the time.. We have more production than Anyone <br />IN THIS ENTIRE area. Our hay has been documented as DAIRY QUALITY! ! NRCS has sent <br />letters stating that this land has been historically irrigated and cropped since 1973 according even
