I will send more <br />letters to the Secretary of Agriculture as well as the Secretary of Interior. This is an addition to <br />the "intent to file a civil suit" that has already been filed. We will be pursuing this intent for the <br />following reasons: <br />The Division of Reclamation, Mines, and Safety and also OSM has continuously allowed the <br />breaking and total neglect of laws, rules, regulations governing Prime Farmlands. Western Fuels <br />is 2/3 through with their mining of Prime Farmlands on our property and a reclamation plan for <br />prime farmlands has not been put in place protecting our environment, the landowner, the land <br />owner rights, and the rules and laws governing Prime farmlands before the mine can enter these <br />lands. The Division of Reclamation, Mines, and Safety has shown total disregard for the laws <br />and have improvised their own set of laws and standards to cover up all of these deliberate <br />mistakes that have been done to the Morgan Property. The DRMS is trying to get a Permit <br />Revision shortly referring to our Prime farmland and trying to change; it to Dry land status which <br />they call potential cropland but in fact is dryland. This is illegal, our prime farmland the entire <br />acreage has been determined as prime farmland and requiring a special permit and consideration <br />and once it was determined as being prime farmland, it must be returned to cropland as it was, no <br />exceptions. They continuously try and break the laws, rules and regulations governing Prime <br />Farmlands. <br />Mr. Morgan is Blind and they have not given any consideration for his request to be informed at <br />all times of any changes being made on his property. DRMS as well as Western Fuels have had <br />meetings discussing Mr. Morgans property and making DRASTIC changes to his property <br />without consulting him or informing him of the meetings. Continuous request have been made
