? t 4SS cgv
Seneca Coal Company
CON Company
May 13, 2010
RECENED
Mr. Dan Mathews
Division of Reclamation, Mining and Safety MAY 17x,010
101 South 3rd, Suite 301
Grand Junction, CO 81501 aivta?pfng and SSa n'-Iy ?,
(970) 243-1571n'tng and
RE: Seneca II-W (Permit No. C-1982-057)
Technical Revision No. (TR-68), Permanent Light-Use Road Documentation
Response to Adequacy Comments
Mr. Mathews,
Seneca Coal Company (SCC) has reviewed your preliminary adequacy review letter dated January 5, 2010 and
has developed the following responses.
1. "Shop and Storage Area" was deleted f vm amended Attachment 20-2 Table of Contents, and from the listing of
0 Permanent Features/Structures on page 20-2.1. The cornspondng section was also deleted from the body of the
Attachment narrative on page 20-2.3. However, then is reference to postmining retention of the shop facility under the
Access Load `A"narrative, `Powerlirre and Substation "narratnx, and the light Use Road 2 (LU-2) narrative
The Sbop and Storage Area is also listed as a Requested permanent feature in the SCC landowner letter in Appendix
20-2.1, and it depicted on Exhibit 20-2 `Postmining Topography and Drainage Map" We note that although the
Table of Contentspage and page 20-2.1 of the submittal are marked as having originated with 7R-67 in 01/09, they
diierfmm the currently approved versions of these pages, which are also marked V1109 "and "TR-62" It would
appear to be possible that a preliminary version of the TR-62 pages was inadvertently updated for the TR-68 submittal,
rather than the final approved version of T&68.
Please clarify whether it is SCC's intent to retain the Shop and Storage Ana as a permanent featum. If the shop area
will not be retained, it is not clear whether them would be reason to retain the Shop Well, LU-2, or the Powerline from
the Substation to the shop (and associated segment of LU-1). Please address these questions and revise
the appropriate sections ofAttachment 20-2 text, Appendix 20-2.1, and Exhibit 20-2 as
appropriate to be intemaUy consistent:
Response: The requested changes to Tab 20 text, Attachment 20-2 text, Appendix 20-2.1 and Exhibit 20-2
show that the Shop and Storage Area are to remain as permanent facilities have been made in the attached
package.
2. The fart sentence of the third paragraph on page 20-2.1 (1 andowner Access Road Documentation) is an incomplete
sentence fragment. The comsponding sentence on the currently approved version of the page is a complete sentence, which
• would seem topoint to theponibility noted in Items, that apmliminary version ofpage 20-2.1 was inadvertently
updated for TR-68, rather than the approved version.
