DATE: May 6, 2010 (Revised May 10, 2010) <br />TO: Russ Means <br />FROM: Peter Hays <br />RE: Review of Sedimentation and Storm Water Controls, Colorado Stone Quarries, Yule Stone <br />Quarry, File No. M-1999-058 <br />The Division of Reclamation, Mining and Safety (Division) staff has reviewed the sedimentation and storm <br />water control plan included with the Yule Stone Quarry permit amendment application (AM-01) and <br />submits the following questions: <br />1. Please provide typical Emergency Spillway construction specifications and drawings. <br />2. Please provide typical Sediment Control Pond construction details and drawings. <br />3. The dimensions of sedimentation ponds indicated on Exhibit C-2 do not correspond to the <br />required dimensions indicated in Carlson engineering software analysis. Please explain this <br />discrepancy and verify adequate space is available to accommodate the required pond <br />dimensions. <br />4. The sediment control for the access road does not appear to have been addressed by the operator <br />in the plan. Please explain how the access road will be protected by the proposed sediment <br />control plan. <br />5. Please explain how the operator intends to protect the upper portions of the planned revegetation <br />slope. <br />6. Please explain how and where the small sump will discharge water during an emergency event. <br />7. Please explain why the collection ditch for Pond 5 is located upgradiant from the access road and <br />explain how the down gradient portion of the road will be protected. <br />8. Please provide additional information pertaining to the expanded road and sediment control <br />structure located along the northeast boundary of Drainage Area 3 and 4. <br />9. Please explain how sedimentation and storm water controls will be implemented in the southern <br />(un-numbered) drainage indicated on Map C-2. <br />10. The depictions of the Drainage Areas are confusing and appear to include unnecessary lines. The <br />Division recommends using different colored lines, shading or other appropriate methods to <br />clearly define the drainage areas proposed by the operator on Map C-2. <br />11. Please provide a plan for sedimentation pond and collection ditch maintenance to ensure effective <br />operation of the structures.
