(Page 2) <br />MINE ID # OR PROSPECTING ID #: M-1999-007 <br />INSPECTION DATE: 4/28/2010-. <br />OBSERVATIONS <br />INSPECTOR'S INITIALS THM <br />This inspection was conducted as part of the normal monitoring program established by the Colorado Division of <br />Reclamation, Mining and Safety. The North River Gravel Pit is located approximately 3 miles northeast of Rangely, <br />Colorado in Rio Blanco County. <br />No sign or boundary markers were observed during the inspection. According to Rule 3.1.12 at the entrance of the <br />mine site the operator shall post a sign which shall be clearly visible from the access road. The sign needs to include <br />the name of the operator; a statement that a reclamation permit for the operation has been issued by the Colorado <br />Mined Land Reclamation Board and the permit number. Also, the boundary markers of the affected area should be <br />marked by monuments or other markers that are clearly visible to delineate the permit boundary. The lack of proper <br />signs and lack of clearly visible markers is seen as a problem. Please see the last page of this report for corrective <br />actions required by Ace West Trucking, Inc. <br />The pit is currently inactive and it appears that none of the required reclamation has been completed. The operator <br />stated that access to the property has been an issue with the land owner and that the inability to access the site has <br />contributed to the lack of reclamation completed at the site. Some volunteer revegetation of native shrubs was <br />observed within the permit area. Also, a variety of weeds were observed within the permit area. The weeds <br />observed were not noxious and can aid in introducing organic matter into the soils and ultimately aid in <br />establishment of desirable perennial vegetation. The presence of weeds is not considered a problem at this time and <br />is noted in this report for use as a tool for monitoring weed control and vegetative success during future inspections. <br />A silo/tank with a few containers of oil was observed adjacent to what appeared to be the northern permit boundary. <br />If the containers are located within the permit boundary they should be placed in secondary containment or properly <br />disposed of. <br />In an effort to ensure the financial warranty remains adequate to reclaim this site per the requirements of the <br />approved reclamation plan, DRMS will update the reclamation cost estimate.
