Piheda <br />Director <br />The Colorado Division of Reclamation, Mining and Safety (Division) received the SL-11 bond release <br />application from Trapper Mining, Inc. (cover letter dated February 22, 2010), and a bond release inspection was <br />conducted on April 20, 2010. <br />During the conductance of this inspection, the Division became aware of three significant issues within the SL- <br />11 area: <br />• In the E-AB-08 bond release block, cracks associated with slumping were observed, indicating that this <br />area appears to be unstable. <br />• In the F-AB-08 bond release block, several large gullies have formed. <br />• In the F-AB-08 bond release block, the contour ditches have blown out in a few locations. <br />Due to these issues, the Division will postpone a decision on the SL-11 application until both of the following <br />have occurred: <br />• We receive a revised application that removes the E-AB-08 blocks from the SL application. <br />• We verify with a follow-up bond release inspection later this year that Trapper has addressed other <br />problems that we identified in our inspection report, especially the large gullies and the contour ditch <br />blow-outs. <br />Thank you for your attention to these matters. <br />Sincerely, <br />z <br />Robert Zuber, P.E. <br />Environmental Protection Specialist <br />Office of Office of <br />Mined Land Reclamation Denver • Grand Junction • Durango Active and Inactive Mines
