provisions of the approved rill and gully repair plan. These additional small drainages are in locations
where concentrated flows on the reclaimed landscape resulted in channel formation.
Observations made during the SL-2 inspection for each channel in the original permit area are
addressed in the October 14-16, 2009 inspection report. Reference is also made to measurements
taken and observations made during detailed drainage reestablishment inspections on October 6-7,
2005 and June 29-30, 2006. In general, drainage conditions and watershed stability have improved
considerably since the 2005/2006 inspections, due both to maintenance work conducted by the
operator in the intervening years and to increased ground cover in the reclaimed watersheds.
However, locations remain where maintenance is warranted to repair instances of channel erosion. In
most cases, required maintenance is of a relatively minor nature and will not preclude approval in SL-
2 bond release. In a couple instances the Division considers the extent of maintenance to be
sufficient to warrant exclusion of defined drainage segments from the SL-2 approval area. A
summary of the drainage conditions is listed below; detailed observations are in the bond release
inspection report.
Channel Comment
005 Gulch Mostly stable, but maintenance needed in the short segment
between Stockpond T-18 and the confluence with 005-E1.
005-E1 Mostly stable, recent settling observed.
006 Gulch Stabilizing, minor maintenance needed in some short segments.
Grading and riprap installation warranted along a 600 foot
channel reach extending upstream from the 006-NE2
confluence. This segment will be excluded from the SL-2
proposed decision.
006-NE I Head-cut repair and gully maintenance needed along lower-
most segment.
006-NE2 Additional grading and riprap installation is necessary. A
section of the channel approximately 600 feet in length,
extending upstream from the steep lower segment, is excluded
from the SL-2 proposed decision.
006-NE3 Stable vegetated swale type drainage.
006-El Stable riprapped channel.
006-E2 Rills extending upstream from riprapped segments on both
forks of the channel will need to be stabilized in accordance
with Rill and Gully Plan.
006-S I Channel mostly stable except for sudden drop in one lower
segment where regrading and riprap installation is necessary.
006-SE1 Stable
Eastern Ridgeline channels Channels that drain to the east of the ridgeline in the Sage
Creek watershed (including designed permanent channels PM-
5A and PM-513, as well as additional gully repair channels)
appeared to be stable.
13
