Rule 4.14 - Backrdling and Grading <br />20. On Page 4.14-1, in the last paragraph (in quotations), third line, the text should <br />read "as specified". There is a typographic error so the text reads "as specifie4d". <br />Please change the word "specifie4d" to "specified". <br />21. On Map 29 - Spoil Grading, there is a large area in the southeast portion of the <br />East Pit labeled "Topsoil Pile and Haul Road" with no reclamation date shown. <br />While the Division understands that there does need to be a topsoil stockpile and <br />haul road corridor for final reclamation of the East Pit, this area, which is <br />approximately 25 acres (approximately the size of an East Pit reclamation block) is <br />larger than necessary. Additionally, it is the Division's belief that the majority of <br />this area will be reclaimed as the 2012 and 2013 reclamation progresses and the <br />operations move out of the East Pit. Please include this "Topsoil Pile and Haul <br />Road" area in the appropriate reclamation block(s) and, for the small area that may <br />remain past 2013, please include a date of reclamation for the area (which should <br />be no later than final reclamation of the East Pit or 2015). <br />22. Currently, Colowyo does not have a rill and gully plan in their permit, as required <br />by Rule 4.14.6. Given the fact that there are several areas at the Colowyo Mine <br />that have extensive gullying that has not healed itself or been fixed by the operator, <br />the Division requests that Colowyo include a detailed rill and gully survey and <br />remediation plan in their permit. The plan should include, at a minimum: <br />a. A plan to perform (at least yearly) rill and gully monitoring and <br />reporting, with reporting to be completed each spring and a final report <br />submitted to the Division no later than 15 June of the monitoring year. <br />b. A map or plate showing the rill and gully area(s) in detail. <br />c. A plan for remediation of the rill and gully area(s) including a <br />timeframe for the remediation work (which must be completed in the <br />same calendar year as the monitoring and reporting). <br />d. A Description of the topsoil salvage and replacement activities for the <br />rill and gully remediation area(s). <br />e. A plan for reseeding the rill and gully remediation area(s). <br />f. A plan for continued monitoring and reporting of the rill and gully <br />remediation area(s) in future years. This plan should include a <br />minimum timeframe for continued monitoring to ensure successful <br />remediation. <br />Colowyo will need to immediately implement this plan, once approved, on the rill <br />and gully area in the East Pit, noted in the Division's 2009 inspection reports. <br />23. Colowyo is currently placing South Taylor box-cut overburden material in the final <br />cut of the Section 16 Pit. The material is being used to backfill the pit to the <br />approved final topography, as shown of Map 19 and Map 19B.
