approves of this proposal and finds it in compliance with Rule 4.15.8(4). <br />Successful species diversity will be indicated if no single plant species exceeds 60% relative <br />cover, and at least two of the following three standards are meet (as described in Section <br />2.05.4(2)(e)(vi) of the permit application): <br />a) Mean total species on the reclaimed area exceeds the mean reference area species <br />density, minus the standard deviation multiplied by 1. 15, <br />b) The Motyka similarity index for the reclaimed area is at least 63 % in a calculation of the <br />index that uses the numbers of life forms found in the reclaimed and reference areas, or <br />c) The total cumulative number of native species is at least as large as the number of native <br />species in 100 square meters of the reference area. <br />The Division approves of this proposal for demonstrating species diversity and finds it in <br />compliance with Rule 4.15.8(5). <br />Shrub density success will be demonstrated using a technical standard of 2,000 woody stems <br />per acre in shrub concentration areas and 200 woody stems per acre outside the concentration <br />areas. The Division approves of this proposal for demonstrating successful woody plant <br />establishment and finds it in compliance with Rule 4.15.8(5). <br />Grazing has been permitted since 1986 on portions of the reclaimed lands of the Seneca II <br />Mine that are proposed for transfer to the PSCM. Map 2.04.13-M2 identifies the active <br />grazing pastures in the permit area. Exhibit 2.04.13-E3 reports the results of past grazing <br />activities. The exhibit also contains the weed control plan and rill and gully monitoring plans <br />that will be followed. The weed control plan summarizes past weed control activities on the <br />lands to be transferred from the Seneca II Mine. <br />PSCM Coal Company will submit an annual reclamation report to the Division by February <br />15th of each year that describes reclamation and weed control. conducted in the previous <br />calendar year. The Division approves of this proposal and finds it in compliance with Rule <br />2.04.13(1). <br />No proposed or listed threatened or endangered plant species have been identified on or <br />adjacent to the Seneca II Mine site; therefore, the Division finds that the mining activities <br />will not affect the continued existence of threatened or endangered plant species or result in <br />the destruction or adverse modification of their critical habitats. <br />X. Protection of Fish, Wildlife, and Related Environmental Values <br />Baseline fish and wildlife information is contained in Exhibit 2.04.11-E1 of the permit <br />application .
