grade (refer to excerpt from CDOW letter on page 2.05-49, which <br />recommends creation of sites with extremely deep topsoil depths for <br />the benefit of woody species like aspen and chokecherry). <br />2. This question is based on the cross-sections as discussed in question 1 above. Please <br />include a generic cross-section for both the West Pit and the South Taylor Pit, <br />using the pit specific replacement zones in the appropriate cross-section. <br />3. Response Accepted. Colowyo has provided the requested clarification regarding the <br />variable topsoil replacement plan. The text on pages 2.05-46 and 2.05-47 adequately <br />addressed the Division's concern. <br />4. The Division requested that Colowyo include a current topsoil balance chart <br />addressing the current topsoil balance for various areas within the original permit area <br />and the South Taylor area. In response, the operator referenced Section 12 of the <br />Annual Report. In the Annual Report for 2009, the applicable Report section is <br />Section 11. Figure 11-4 presents the topsoil balance as of December 2009. The <br />information presented in the figure apparently is applicable to, the entire mine, and the <br />various acreage, volume, and "average replacement depth available" categories do not <br />distinguish between original permit area and South Taylor area stockpile volumes, <br />acres, and average replacement depths. As described on page 2.05-47 and other <br />sections of the application, topsoil handling operations for the; South Taylor area are <br />segregated from the remainder of the permit area. Due to the quantities of soil <br />available, average replacement thicknesses are substantially greater in the South <br />Taylor area than in the original permit area locations that remain to be topsoiled. <br />Because of the referenced segregation with respect to topsoil handling, and the <br />differences in topsoil availability for reclamation between the two areas, separate <br />topsoil balance tracking is warranted. <br />a. Please revise the narrative reference on page 2.05-47 to correctly <br />specify Section 11 of the Annual Report. <br />b. Please provide an addendum to Figure 11.4 of the 2009 Annual <br />Reclamation Report, to provide topsoil balance information separately <br />for the original permit area and the South Taylor area. Further, please <br />amend the text on page 2.05-47 to state that, beginning in 2009, topsoil <br />balance information is presented separately for the original permit <br />area and the South Taylor area, in the Annual ]Report. <br />5. Response Accepted. Colowyo has added the requested detail regarding the topsoil <br />replacement procedure (now on page 2.05-48). <br />6. Response Accepted. Colowyo has sufficiently addressed the issue of topsoil depth <br />verification.
