In response DRMS initiated a <br />review process that included notifying the public, all interested parties, and all interested <br />government agencies, including the BLM. Bond release inspections were conducted on August 28 <br />and October 17 of 2007. The inspection process and observations made were documented and <br />presented in an inspection report issued on October 19, 2007. <br />DRMS then drafted a `Proposed Decision and Findings for a Release from Liability of Areas <br />Overlying Underground Workings for the Snowcap Coal Company Roadside North and South <br />Portal Mines, Permit No. C-81-041' dated October 31, 2007. In reviewing*these documents it <br />appears there are no significant subsidence related impacts to streams or springs in the area <br />requested for release from:liability. BLM staff also conducted a field inspection on December 12, <br />2007 to look at an approximate 1.75 mile segment of Cottonwood Creek in the eastern halves of <br />sections 12 and 13 (Township 11 S, Range 98 W) that was avoided during the previous DRMS <br />inspections due to thick riparian vegetation. No evidence. of subsidence was observed. <br />Based on our review of DRMS documentation of the area and our inspection it appears there are <br />no impacts to BLM-managed lands. It is recommended that the liability release request be <br />approved.
