DEPARTMENT OF NATURAL RESOURCES
DIVISION OF WATER RESOURCES
May 3, 2010
Ms. Michelle Hatcher
Clear Water Solutions
8010 S. County Road 5, Suite 105
Windsor. CO 80528,
Bill Ritter, Jr.
Governor
James B. Martin
Executive Director
Dick Wolfe, P.E.
Director/State Engineer
6000 ?
RE: Hokestra Pit Substitute Water Supply DRMS No. M-80-149 (WDID 0502521)
Section 2, T2N, R68W and Section 35, 3N, R68W, 6th P.M.
Water Division 1, Water District 5 .
Approval Period: April 1, 2010 through March 31, 2011
Contact: phone number for Ms. Michelle Hatcher: 970-223-3706
Dear Ms. Hatcher:
We have received your letter of January 22, 2010, requesting a substitute water supply plan
for the above referenced gravel pit, to cover depletions caused by the existing Hokestra gravel pit
(WDID 0503006), operated by Weld County ("County"). The required fee of $257.00 for the renewal
of this substitute supply plan has been submitted (receipt no. 3644252). The original supply plan was
approved on December 3, 2001 and the most recent renewal was approved on March 25, 2009.
Plan Operation
. This plan seeks to replace depletions resulting from mining at the Hokestra gravel pit,
operated by Weld County ("County"). The depletions that results from the mining operation during
this SWSP period are evaporation from the exposed ground water and irrigation at Weld County's
Southwest Service Center. Previous SWSP's also included depletions associated with water lost
with the mined product and for dust control. The County does not intend to mine Hokestra Pit
during this SWSP period, as such there will be no consumptive use of groundwater associated with
the water lost with the mined product and dust control.
The proposed replacement sources are 3.75 Rural Ditch shares owned by Weld County,
storage of excess credits in Varra's 112 Pit, fully consumable water leased from the St. Wain & Left
Hand Water Conservancy District ("SVLH"), and water leased from the City of Greeley ("Greeley").
DEPLETIONS
The County has completed mining in all pits, except the 9.9-acre and 20.9-acre cells
located in the center of the gravel pit site (Figure 1). Mining operations during the 2008 SWSP
occurred exclusively in the 9.9-acre cell, but it was not mined during 2009 and it will not be mined
further during the period of this plan. Mining operations in the 20.9-acre cell is not anticipated to
begin for several years.
Office of the State Engineer
1313 Sherm4n Street, Suite 818 • Denver, CO 80203 • Phone: 303-866-3581 a Fax: 303-866-3589 RECF-1VFn
www.water.state.co.us
?Y 0 4 Zl1iU
Division of necA&rLariot1,
Mining and Safety
