MINING PLAN <br />EXHIBIT D <br />1. Site Description <br />The site lies on the south bank of the Colorado River immediately east of the town of Rifle and <br />just north of I-70. The current operation, Chambers Pit, lies to the north has been operating as a <br />DRMS 112 permitted operation since 1979 with some areas of mining occurring prior to 1977 <br />(pre-law disturbances). The Chambers Pit has been mined out. This area is currently being <br />reclaimed. The Scott Pit site is a total land parcel of 116.9 acres, owned by Rivers Edge LLC. <br />There are two planned mining areas for a total of 21.0 acres of mining: <br />• Area 1: 7.1 acres west of the oxbow. <br />• Area 2: 13.9 acres east of the oxbow. <br />The expansion area (Scott Pit) will act as an independent pit. No material will pass between the <br />expansion and the Chambers Pit. A major feature within the site is a large remnant oxbow located <br />between Mining Areas 1 and 2 south of the river. The oxbow area is a wetland and will be avoided <br />as well as the island created by the oxbow. Much of the mining areas are infested with knapweed, <br />tamarisk and other undesirable plants. Some large cottonwoods also exist on the property. A house <br />and outbuildings also are on the property. These may be removed prior to mining in Mining Area <br />2. To the west of the property lies a narrow strip of land owned by CDOT. The CDOT site is too <br />small to be developed. To the east of the property lies the former Lafarge Mamm Creek gravel <br />operation. The limited mining area avoids all wetlands except one small thin wetland created by a <br />ditch in Mining Area 2. This wetland is no more than 0.19 acres. Excavation of any and all <br />wetlands will be under the Tulloch Rule and will not require a USACOE individual permit. <br />The property has in part been used for irrigation in the past but weeds have been present on the <br />property for many years. <br />As seen on Map C-1, much of the area lies in the 100 year floodplain of the Colorado River. <br />r <br />Wetlands are also present, but almost all wetlands have been avoided due to the reduced mining <br />Scott Pit March 10 D-1
