New Elk <br />Coal Company (NECC) is proposing to permanently establish a Development Waste Disposal <br />Area (DWDA) south of Highway 12 in the area that is currently permitted as a raw coal <br />stockpile. This area is already disturbed and bonded. The waste material is expected to be <br />identical to material in the successfully reclaimed waste disposal area. The surface water <br />containment is established. <br />Specifically, NECC is requesting that the existing raw coal stockpile as shown on <br />permit Map 11 Surface Facilities and Roads East Portal be approved for permanent storage <br />of development waste. The capacity of the storage area is estimated at 72,100 BCY. The <br />overall pile height will be 30 ft tall. Each loft bench will be placed in up to 4 ft lifts and <br />compacted with a -track dozer. Setbacks of 22 ft for each bench will result in an overall slope <br />of 2.2:1. Map 11 is included with this submittal and has also been revised to show the <br />location where the temporary office and bathhouse trailers were set (installation approved by <br />MR-90.
