Therefore, agencies should include these activities <br />in their Biological Evaluations/Assessments (BE/BAs) as conservation measures for <br />lineage GB populations. <br />Process <br />To ensure an adequate Administrative Record for all agency actions that could be subject <br />to section 7 consultation, it will be important for federal agencies to document the <br />presence of lineage GB populations and the protective measures being incorporated for <br />those populations, and to evaluate the effects of their actions on the populations in their <br />BE or BA. The Service will issue concurrence letters, or initiate formal consultation if <br />there are adverse effects that cannot be avoided. We would be happy to discuss specific <br />projects with agency personnel during the development of a BE or BA.
