C- 1981 -008 PR -06
PAR — Supplemental
06- Apr -2010
an additional high quality forage species adapted to dry conditions in the presence
of competition from winter annuals. The Division recommends the following
mix:
Species
Cultivar
lbs /ac.
Fairway crested wheatgrass
Ephraim
,PLS
0.6
Thickspike wheatgrass
Critana
1.4
Russian wildrye
Bozoisky
1.0
Alfalfa
Spreador 2
0.6
Western wheatgrass
Arriba
1.6
Forage kochia*
Immigrant
0.2
Total Perennial Pounds PLS Per Acre
5.4
*Forage kochia should be surface broadcast in late fall or winter; use seed from
current year harvest, to ensure high component of viable seed.
• A low rate (10 -15 lb /acre PLS) of the sterile triticale "Quickguard" or equivalent
should be drill seeded as a cover crop with the perennial seed mix, to provide for
initial quick ground cover, and shading for the perennial seedlings during the first
growing season.
Please provide affected landowners the opportunity to comment on the amended
seed mix.
51. Reference in Item 51 A, to Item "25" is erroneous; reference should be to Item "57.
53. This item in the original PAR letter requested that the topographic map layer be included
on the Postmining Vegetation/Land Use Map (Exhibit 2.05.4 -5). The Division
subsequently requests that, in addition, the pre - mining topographic layer be provided for
Maps 2.04.3 (land use), 2.049 (baseline soils) and 2.04. 10 (baseline vegetation).
55. Several comments have been received regarding the approved post - mining land use for
the Martin (now Richards) parcel. A change from Irrigated Pasture (IP) to Dryland
Pasture (DP) was approved by the Division with TR -49 in 2004. The original IP was
determined to have been an error; in 1988, the Martins had sold the water shares assigned
to the property, and the parcel had not been irrigated in the intervening years prior to the
property's incorporation into the permit. Please provide documentation of the sale of the
water shares from the Martin parcel for inclusion into the Permit.
60. Based on documentation provided to the Division at the informal conference and
subsequent correspondence with the MRCS, the Division requests that WFC re- assess the
issue of irrigated acreage /irrigation designs for the Morgan property. The MRCS
previously determined that 50 shares of CCC Ditch water would be sufficient to irrigate
71 acres of the Morgan property using 3 sideroll sprinklers. The Morgan family has
indicated that they are willing to make additional shares of water available for irrigation
