INTRODUCTION
Rio Blanco County has received a free use permit (#COC-71890) for a gravel pit that is
on Bureau of Land Management (BLM) property, and is being proposed as the Spring
Creek Gravel Pit, for the purpose of mining gravel. The pit name will be Spring Creek
Gravel Pit. The main entrance to the pit is an existing access road that enters onto Rio
Blanco County Road No. 122, which in turn, enters onto Colorado State Highway No. 64
approximately 10 miles northeasterly of the Town of Rangely. The existing access road
has been upgraded and extended to the boundary of the proposed gravel pit. The Spring
Creek Gravel Pit will be located approximately 6.0 miles easterly of the Town of
Rangely.
The access road is shown on the attached map (Exhibit C) and is included in the
permitted area for the proposed pit.
The office, scales and parking area is located at the entrance of the mining area and
contains approximately 3.08 acres. The entire pit area is located on the side of a hill with
a west facing slope. The proposed pit is located South of the White River and East of
Piceance Creek in the Spring Creek Drainage, approximately 2,640 feet westerly of Rio
Blanco County Road No. 122.
The construction and operation of the gravel pit will involve the use of dozers, loaders,
rock trucks, and other heavy equipment in order to remove topsoil, overburden and
gravel. Other equipment that will be located on site during portions of the year will
consist of crushers, screening plants, truck scale office, asphalt plant and concrete plant.
Operations are planned to start in the spring of 2010 and with an approximate 250,000
cubic yards (407,500 tons) of gravel removed over approximately 10 years. This equates
to approximately 25,000 cubic yards (40,750 tons) removed per year. The life span of the
pit is approximately 10 years, with the mining operations completed in 2019, and
reclamation completed in 2020.
